Montgomery County's Office of Human Resources (OHR) administers a comprehensive program providing a wide variety of human resources-related services to Montgomery County departments, agencies, employees, retirees, and the public. OHR programs and services support the missions and objectives of the organization by attracting, developing, and retaining a skilled and diverse workforce. OHR is organized into the Director's Office and nine functional service teams:
  • Director's Office - Administers OHR programs and develops policy; develops and implements new human resources initiatives; and ensures the integrity of the County's merit system.

  • Health Insurance Team - Administers and communicates the County’s group insurance plans, which include medical, prescription, dental, vision, health care and dependent care flexible spending accounts, basic life insurance, optional life insurance, and dependent life insurance plans; oversees insurance fund budget preparation and management; and provides a wide range of customer services to employees, retirees, survivors, dependents and participating agencies.

  • Records Management Team – Maintains all County employees’ official personnel records, serves as custodian of records, responds to subpoenas for personnel records and record information, reviews for accuracy and administers all personnel actions, maintains the Position Control System, and responds to employment verifications.

  • The EEO & Diversity Management Team develops and administers the County's workforce diversity program and EEO compliance program to promote fairness, equity and a respect for differences and diversity in the workplace. The team is responsible for conducting the Montgomery County diversity and management consultation activities and serves as an internal consultant to assist departments in creating and managing their diversity programs while simultaneously improving workforce effectiveness.

  • Labor/Employee Relations Team - Administers a comprehensive program to foster a positive relationship with employees and employee representatives in matters of wages, hours, and working conditions; negotiates and administers collective bargaining agreements and grievance processes; develops personnel policies and regulation changes; and oversees bilateral work groups and committees.

  • Occupational Medical Services Team - Provides comprehensive occupational health services through health promotion, occupational medical, and employee disability case management programs.   • The Recruitment & Selection Team actively engages and supports the County’s efforts to attract and retain a high performing, well qualified and diverse workforce.  The team provides recruitment planning, guidance and advisory services to County managers, provides Selection Guidelines Training on Interviewing and Selecting Employees, conducts the New Employee Orientation Program, Public Safety Promotional Examinations, and Reduction-In-Force, and administers the County’s internship, fellowship and volunteer programs.

  • The Training and Organizational Development Team offers proven solutions to the challenges facing the County, departments, managers, and individual employees. In addition to instructor-led and online learning, we can design and develop performance improvement strategies, provide specialized training to meet specific departmental needs, or provide organizational development and consulting services to improve workplace performance. In our commitment to be a learning organization, the OHR Training Team partners with other County agencies to provide collaborative training opportunities that would not be attainable by the separate organizations.

    As well as providing professional development opportunities to all employees, the OHR Center for Continous Learning provides the Department of Health and Human Services employees and its community partners learning opportunities for performance improvement and the opportunity to earn continuing education units to maintain professional certification.
