Glen Hills Area Sanitary Study
The Department of Environmental Protection is engaged in a study of the sustainability of septic systems (referred to collectively as “on-site systems”) in the Glen Hills area southwest of Rockville.
DEP is conducting this study with input and guidance from the community, a consulting engineer and other county agencies. The 2002 Potomac Subregion Master Plan recommended this study in order to evaluate long-term sustainable wastewater disposal policies for these neighborhoods.
The majority of existing homes in the study area use wells and septic systems for their water supply and wastewater disposal. These houses were built mostly in the 1950s to 1970s, before the advent of current well and septic system testing and permitting requirements. Historically, some of these systems have failed due to original system design or site limitations. In some cases the septic systems were replaced with more modern designs or sewer service was extended to address these failures.
Phases of the Study
DEP conducted he study in two phases. DEP presented the overall plan for the study at an introductory public meeting held on February 21, 2012.
The intent of Phase 1 of this study was to determine the present status of septic systems in Glen Hills and to evaluate the potential sustainability of the existing septic systems in the study area. DEP presented the results of Phase 1 of the study to the public on June 12, 2012. Phase 1 involves:

Phase 2 of the study looked at those parts of the study area where Phase 1 found conditions that could limit the long-term use of the existing septic systems and limit the replacement of these systems in the future. Phase 2 evaluated options for using conventional or innovative septic system technologies or public sewer service to ensure the sustainability of the neighborhood’s wastewater disposal needs. Together, the results of the two phases of this study will provide the County Council with an evaluation of the suitability of septic systems in the Glen Hills Area and options that may need to be available to promote the sustainability of this community.

DEP will send a survey to all property owners in the study area requesting their feedback on the history and condition of on-site wells and septic systems. We hope to receive these postage paid surveys back in a timely manner to assist us in our evaluation of the community.
DEP will also request participation from residents and civic association representatives in a Citizen Advisory Committee (CAC). The CAC will meet regularly with DEP staff to review and comment on the ongoing progress and results of the study.

In keeping with the recommendations in the 2002 Potomac Subregion Master Plan, DEP is preparing draft recommendations on policies for the future management of residential wastewater (septic systems and public sewer service) based on the results of the Glen Hills Study. DEP will discuss these recommendations, along with the Phase 1 and Phase 2 reports, with the County Executive. It is expected that the Executive will send his recommendations to the County Council in late 2013.
DEP will post to this webpage the County Executive’s transmittal and recommendations to the County Council on the Glen Hills Study. The County Council will develop a process to address public comment as part of the Council’s review of the study and the executive recommendations.
DEP will also post to this webpage advance notices of County Council meetings, presentations, and/or hearings related to the Glen Hills Study.

The primary focus of the public meeting will be the Public Meeting Draft Phase 2 Report.
Also available for review and comment is the Updated Phase 1 Report that incorporates comments resulting from both DEP’s prior Glen Hills Study meeting and civic organizations meetings.
Note that both of these reports include annotations based on comments received from Glen Hills Study Citizens’ Advisory Committee (CAC) members. CAC members’ contributions towards the study effort are greatly appreciated.

Glen Hills Area Sanitary Study: NOTICE OF THIRD PUBLIC MEETING

The Dept. of Environmental Protection (DEP) invites you to attend a public meeting on the draft Phase 2 report for the County’s study of septic system use in and around the Glen Hills area of Rockville. Phase 1 of the study evaluated existing conditions in the study area potentially affecting the long-term use of deep-trench septic systems as replacements for existing systems that may fail in the future. Phase 2 reviews possible alternatives to deep-trench septic systems, including other types of septic systems and the provision of public sewer service. The study is intended to provide information to help the County Council establish suitable, effective, long-term wastewater disposal policies for these neighborhoods, as recommended in the 2002 Potomac Subregion Master Plan.
The public meeting will:
Present and summarize the draft Phase 2 report.
Provide an opportunity for public discussion of the draft report’s information and findings.
Present information on the next steps in the study process and presentation to the County Council.
DEP expects to post the draft report to this webpage by March 29, 2013. An updated version of the Phase 1 report will also be posted. Phase 1 Final Report: DEP’s contractor has completed the Glen Hills Area Phase 1 Report. We appreciate the time and effort that the CAC members have put into reviewing and commenting on the study and the Phase 1 report. We also appreciate the many comments provided by study area property owners and others that have contributed to the report.
CAC Meeting Notice: The next Glen Hills Citizens’ Advisory Committee (CAC) meeting is scheduled for Monday, September 10, 2012, from 7:30 to 9:00 p.m. The meeting will be held in DEP’s offices on the first floor at 255 Rockville Pike, Suite 120, Rockville. The meeting is open to both the CAC members and the public. The agenda will focus on the start up of Phase 2 of the study.
Study Phase 2: DEP has begun work to develop a scope of work for Phase 2 of the study. A draft is expected in early September.

Please review the contractor’s draft Phase 1 report for the Glen Hills Area. Addressing public comments on the draft report is part of that review process. DEP will accept public comments on the draft report from now until the close of business (4:30 p.m.) on Wednesday, June 27, 2012.
County staff and representatives of the County’s contractor will be available at the public meeting scheduled for Tuesday, June 12th (see the May 31st update below) to present and discuss the report. Public Meeting Notice: DEP has scheduled a second public meeting for the Glen Hills Area Sanitary Study for Tuesday evening, June 12, 2012, from 7:30 to 9:00 p.m. The meeting will be held in the cafeteria of Robert Frost Middle School at 9201 Scott Drive, Rockville. The meeting will serve to present and receive feedback on the Phase 1 draft report developed by DEP and its contractor. The Phase 1 draft report will be posted as a link to this webpage during the week of June 4, 2012, to allow for review prior to the meeting on June 12th by property owners and other interested individuals.

Public Meetings and the Citizens’ Advisory Committee
DEP has planned to conduct a minimum of three community meetings associated with this study. We have also formed a Citizen Advisory Committee (CAC) to meet once each month during the study process.
Citizens’ Advisory Committee
DEP staff have selected members for the Citizens’ Advisory Committee (CAC) from over 30 volunteers; please click to see a list of the CAC members (PDF, 23KB). We appreciate the strong showing of interest for the CAC.
The CAC will meet on the first Monday of each month in the evening, starting with Monday, April 2, 2012. The meeting will be held in the DEP large conference room starting at 7:30 p.m. and wrap up by 9:00 p.m. DEP’s offices are located at Suite 120, 255 Rockville Pike, Rockville. CAC meetings are open to the public, not just to the CAC members. While the discussion among DEP staff and the CAC members is the focus of the meeting, we will—as time allows—open the floor towards the end of the meeting to questions and comments from the audience. DEP will provide a notice for and a summary of each CAC meeting on this webpage.
