The homeowner association (HOA) filed a complaint against the homeowner (HO) for violation of architectural rules, including the failure to install house numbers, the failure to replace and repaint rotting trim boards, for not maintaining the lawn,and for installing a fence that did not comply with the rules.The HO never responded to the complaint and did not appear at the public hearing.The panel ruled that the HO had been properly served with the summons to attend the hearing and that it had jurisdiction over her.The panel concluded that the HOA's rules were valid, and that the HO was in violation.The panel ordered the HO to repair the violations within 30 days.
