Ethics Commission Members


Frederic Gallun

Commissioner Eric P. Gallun was appointed to the Montgomery County Ethics Commission in December 2023. He currently serves as a Veterans Law Judge for the Board of Veterans’ Appeals (BVA). Judge Gallun presides over formal hearings, adjudicates appeals and issues written decisions.

In addition, Judge Gallun is a Colonel in the United States Army Reserve JAG Corps. In that role, COL Gallun serves as a Military Judge where he presides over court-martial proceedings and conducts evidentiary rulings. In trials without members, COL Gallun determines the guilt or innocence of the accused and adjudicates a just sentence.

Prior to his work at the BVA, Judge Gallun worked at the Department of Justice, the Federal Bureau of Investigation, and the Transportation Security Administration. Additionally, Judge Gallun served as an Assistant United States Attorney in Washington D.C.

Judge Gallun earned his Juris Doctorate degree from New England School of Law and his Bachelor of Science from the University of Maryland. Beyond his J.D. and B.S. degrees, Judge Gallun graduated from the Army War College in 2019. Judge Gallun is a member of the District of Columbia and Maryland bars and a lifelong Montgomery County resident. He lives with his family in Kensington, Maryland.
