Kenita V. Barrow

Commissioner Kenita V. Barrow was originally appointed to the Montgomery County Ethics Commission in October 2010. She currently serves as the Deputy General Counsel for Otsuka America Pharmaceutical, Inc and Otsuka Pharmaceutical Development & Commercialization, Inc. Ms. Barrow provides daily counsel to senior executives and business teams to assess and devise practical and compliant solutions that guide the development of innovative strategies on matters related to FDA-regulated products.

Prior to her work at Otsuka, Ms. Barrow worked as an attorney in the Washington, D.C., Food and Drug practices of Arnold & Porter LLP (now Arnold & Porter Kaye Scholer) and Buchanan Ingersoll & Rooney PC. Ms. Barrow's legal practice involved advising clients on matters related to the Food and Drug Administration's regulation of over-the-counter and prescription drug products, devices and diagnostics, human cell and tissue products, dietary supplements and cosmetics.

Before practicing law, Ms. Barrow served as the Diagnostic and Statistical Manual of Mental Disorders, Program Coordinator for the American Psychiatric Association and assisted with on-going research conducted by the American Psychiatric Institute for Research and Education.

Ms. Barrow has a Juris Doctorate degree from Vanderbilt University and a Bachelor of Science degree in Biomedical Ethics from the University of Maryland Baltimore County. Beyond her B.S. and J.D. degrees, Ms. Barrow completed graduate coursework in the Pharmacology and Interdisciplinary Program in Neuroscience at Georgetown University. She is a member of the District of Columbia and Pennsylvania bars and resides in Ashton, Maryland.
