Roles & Responsibilities

One of the key functions of a court is to ensure that the audio from all court proceedings is properly recorded as part of the official court record. These records must also be available to the public. At Montgomery County Circuit Court, the Technical Services Department is responsible for these tasks, as well as for maintaining the integrity of the court’s telephone, Internet, and Intranet communications, and all electronic equipment used by approximately 400 court personnel.

Court Recordings

The Technical Services Department is in charge of ensuring proper audio recording of all court proceedings for the official court record that occur in the 38 courtroom and hearing rooms located at the Circuit Court. Since 1982, when the use of stenographers in the courtroom was phased out, the Court has electronically recorded all courtroom proceedings, first on 8-track reel-to-reel tapes and after 2002 via a digital recording system called CourtSmart. The Department maintains a “library” of these recordings from Civil, Family, Equity, Criminal, Juvenile, District Court Appeals, and Register of Wills cases. All court proceedings are stored on-site or in secure archives.

CourtSmart allows staff to constantly monitor court proceedings, perform real-time verification of courtroom events, and record and maintain proceedings with vastly improved sound quality. Information digitization via CourtSmart also enables the Court to provide court proceedings on CDs.

Transcription and Audio CD Services

Transcripts are the most frequently requested service of the Technical Services Department. Transcripts can be purchased by the public, including litigants and attorneys, as long as the case has not been sealed (closed to the public) pursuant to a Judge’s order.

Transcript fees are assessed by page, and the page prices are determined by the requested turn-around time (see sample costs below). Audio CD recordings of courtroom hearings and trials may also be purchased.

If you decide to order a transcript, please work directly with the Court’s vendor, Deposition Services, Inc., to get an estimate before placing your order. All transcript deposits and final payments will be paid directly to the vendor.

PLEASE NOTE: This process is only used for ordering a transcript and/or audio CD from the Circuit Court for Montgomery County. If you require a transcript of a hearing conducted at a different Circuit Court location, contact that court directly. If you require a transcript from a hearing conducted at a District Court location, click here for the appropriate form.

Transcript requests for trials and hearings held from June 1982 – September 28, 2001

Due to a re-location of the original recordings, Technical Services requires an additional 5-10 business days for retrieval and preparation of the audio before it can be transcribed.


Transcript costs are based on the number of pages and turnaround time requested. The number of pages in a transcript varies widely from case to case and is affected by many factors.

Same Day: $5.20 per page (Maximum 40 pages, order before 10:00 am)
1 Business Day (26 hours): $4.03 per page (order before 4:00 pm)
3 Business Days: $3.17 per page
5 Business Days: $2.84 per page
10 Business Days: $2.41 per page
20 Business Days: $2.25 per page
Copies: 25¢ per page - with purchase of original transcript

All transcript orders are based on business days; weekends and holidays are not counted in turnaround times.

When ordering a transcript, the time begins to run when the transcription requestor pays the estimated total cost to the vendor. The normal delivery time for transcripts on the day they are due is 3:00 pm.

Transcripts for an Appeal

Rule 8-411 of the Annotated Code of Maryland pertaining to transcripts for appeals is as follows:

As noted above, human court stenographers were replaced by technical recordings in 1982; however, the same rules listed in the above Maryland Rule 8-411 apply today.

Audio CD’s:

The Technical Services Department can produce an audio CD for listening and verification of testimony only. Any broadcast of such electronic recording is strictly prohibited by law and Administrative Order of this Court.

All audio CD orders will be processed and paid for through the Court’s Technical Services Department. Technical Services accepts cash, check (made payable to the “Clerk of the Court”), and credit card (MasterCard, Visa, and Discover only). Please note that a 5% credit card convenience fee will be added to the order if you use a credit card.

Audio CD’s are available for $15 per 90 minutes of recorded audio for hearings/trials held after June, 1982. Software needed to listen to the digital recording is included on the audio CD.

  • Due to the location of the original recordings, Technical Services requires an additional five to ten business days for retrieval and preparation of the audio CD.
  • Total payment is required before Technical Services begins the retrieval process of Audio CD.
  • Once payment is made, preparation of Audio CD will be on a first come first serve basis.

If you require an audio CD to be played on an Apple computer, please note in the comment section within the online ordering form. Due to the conversion time required to process this request, it will take 2-3 days to complete.

Courthouse Services

The Technical Services Department is responsible for every aspect of the Court’s information systems and supports approximately 400 users. The duties of, and services performed by, five Information Technology Specialists range from installing and maintaining server/PC hardware and software applications to designing and troubleshooting complex computer networks and information databases.
