This bulletin announces the types of positions that may be available with the Department of Recreation. Read the brief descriptions of what the positions and programs entail in terms of duties and responsibilities. Please read these instructions carefully before completing the application for temporary employment.
You may apply for as many positions and programs as you like, provided you meet the requisite minimum and any special qualifications for the positions in which you are interested. To apply, you need the application for Recreation Temporary Employment which is available through the Department of Recreation, 4010 Randolph Road, Silver Spring, Maryland and at any of the Area Offices of the Department of Recreation.
Applicants will be rated as Qualified based on the information submitted on the Recreation Temporary Employment Application form. If applicants apply for a position for which they do not qualify, the Department of Recreation will rate them qualified at the next lower level for which they meet the minimum qualifications. Applicants will be contacted by the Department of Recreation only if they are to be given consideration for employment. The file of eligible applicants will remain in effect for six months.

1. Recreation Temporary Employee Applications - Number Required You must submit a separate identical application for each geographical area and county-wide program for which you wish to be considered (under "Opportunities" on application).
2. In all cases, when listing hours worked, you must list total hours for the entire period of employment/involvement, including volunteer work, not weekly or monthly totals. You may approximate hours worked if you are not sure of an exact total.
3. Current and "inactive" temporary employees must submit applications if they wish to be considered for positions at higher levels than their current classifications. Employees must compete with all candidates for each level of position.
4. For all positions, applicants under 18 years of age must have work permits before starting work.
5. All employees are required to have a Social Security number.
6. Some positions may require a driver's license.
7. Selected applicants will be required to fill out a "Maryland State Police Application for Criminal Background and Disclosure Statement."
8. Selected applicants are required to be fingerprinted.
9. Safety sensitive positions such as outreach worker, lifeguard, water instructor, pool manager, etc. require the applicant to submit to drug/alcohol abuse testing as a condition of employment.
10. Applicants may be asked to demonstrate or explain how they would perform the essential functions of the position.
11. The Department of Recreation has a policy whereby an employee may agree to perform different job functions for which compensation will be made at different pay rates depending upon job assignments. When performing different skilled job assignments, the employee will be compensated at the appropriate rate. The decision to accept any alternative job assignment is solely with the employee.
RECREATION ASSISTANT VIII $18.77 - $19.22 per hour S8 - 001054
Administers, implements and evaluates a specialized area of programming requiring technical knowledge and abilities in one or more disciplines. Work requires on site supervision of part time paid and volunteer staff, specialized knowledge and skills, integration of services and community relations. Work is performed under career staff supervision.
MINIMUM QUALIFICATIONS: Experience: 6,240 hours (3 years) of relevant work experience as an instructor or supervisor in one or more specialized recreation activity. Education: Completion of 2 years of college. Equivalency: An equivalent combination of education and experience may be substituted.
SPECIAL QUALIFICATIONS: Aquatic Operations Specialist: Three (3) years experience as a pool operator, and must hold current Lifeguard, CPR and First Aid certifications from the American Red Cross, YMCA or other agency approved by the Montgomery Health Department. Must possess a valid Montgomery County Pool Operator's License. Activity Specialist VIII, TR Volunteer Coordinator or Mainstream Companion Manager: Credentials required by the State and County for specialized activities and high adventure programs/camps.
EXAMPLE OF POSITIONS/DUTIES: Activity Specialist VIII Develops a comprehensive plan, implements, supervises, and evaluates specialized activities and programs, examples ranging from high adventure skills, senior travel, drama, nature, arts and crafts; multidisciplinary programs for senior citizens to include leisure, health, wellness and educational activities. Responsible for ordering special supplies, coordinating special events, creating promotion materials for the activity or program, and maintenance of records and operational reports under the supervision of a Recreation Specialist. Must be skilled in managing large groups and supervising staff and volunteers. Must communicate expectations of the activity to staff, volunteers and participants.
Mainstream Companion Manager Supervises and manages accommodations for children with disabilities in the summer camp and playground program, including training and supervising part time staff and volunteers, coordinating arrangements with parents and program staff, and providing support where needed relating to children's disabilities under the supervision of a Recreation Specialist.
TR Volunteer Coordinator Recruit, interview and assign volunteers to assist with Therapeutic Recreation programs and Mainstream Companions. Assists with training. Responsible for data collection and quarterly reports. All work is preformed under the supervision of a Recreation Specialist.
Aquatic Operations Specialist Minimum 3 years experience as a pool operator. Must hold current Lifeguard, CPR and First Aid certifications from the American Red Cross, YMCA or other agency approved by the Montgomery Health Department. Must possess a valid Montgomery County Pool Operator's License. Assist career staff with overseeing several aquatic facilities and/or multiple activities. Responsible for major maintenance projects such as winterization of all outdoor facilities. Conducts specialized aquatic programming under the supervision of a Recreation Specialist.
RECREATION ASSISTANT VII $16.01 - $16.46 per hour - S7 - 001055
Responsible for developing and implementing specialized programs at a facility or within a regional area on a seasonal basis. Includes administrative work and on site supervision of part time staff and volunteers, interdisciplinary skills and knowledge, operation and facility management and community relations. Work is performed under career staff supervision.
MINIMUM QUALIFICATIONS: Experience: 4,160 hours (2 years) of relevant work experience as an instructor or supervisor in one or more specialized recreation activities. Education: Completion of 2 years of college. Equivalency: An equivalent combination of education and experience may be substituted.
SPECIAL QUALIFICATIONS: Senior Pool Manager: Two (2) years of pool operating experience, and must hold current Lifeguard, CPR and First Aid certifications from the American Red Cross, YMCA or other agency approved by the Montgomery County Health Department. Must possess a valid Montgomery County Pool Operator's License.
EXAMPLE OF POSITIONS/DUTIES: Officials' Assignor Administrative position requiring highly detailed work recruiting, training and scheduling individuals to officiate in youth league games. Maintains and provides department staff a comprehensive schedule of assigned staff prior to scheduled play and verifies staff hours and time sheets prior to payroll deadlines. Generates written reports as required. Works closely with Recreation Specialist/Supervisor to resolve all issues.
Activity Specialist VII Assists career Recreation Specialists and Recreation Supervisors in developing a comprehensive plan. Implements and supervises specialized activities and programs, examples ranging from high adventure skills, senior travel, drama, nature, arts and crafts; multidisciplinary programs for senior citizens to include leisure, health, wellness and educational activities. Responsible for ordering supplies, leading and supervising special event activities for limited groups or small communities; and maintenance of records and operational reports under career staff supervision. Must be skilled in managing large groups and supervising seasonal staff and volunteers; must communicate expectations of the activity to staff, volunteers and participants.
Regional Coordinator Supervises and manages camp and/or playground sites, including training and supervising part time staff and volunteers, distributing equipment and supplies, and coordinating special events for a large number of camps, playgrounds or programs. Maintains high level of public relations with Parks, Recreation and school facilities. Creates promotional materials for special events. Must communicate expectations of the program to staff, volunteers and participants. Work is performed under career staff supervision.
Recreation Express Manager Assists career Recreation Specialists and Recreation Supervisors in developing a comprehensive plan. Implements and supervises the Recreation Express Program. Provides a wide range of recreational activities including but not limited to high adventure skills, drama, music, sports, nature, arts and crafts, and special events. Oversees care and maintenance of rental vans and trucks, the ordering of special supplies, and the coordination of promotional materials. Must be skilled in managing large groups and supervising staff and volunteers. Must communicate the expectations of the program to staff, volunteers, and the participants. Work is performed under career staff supervision.
Therapeutic Recreation Senior Site Manager Plans, coordinates, supervises, and evaluates activities of a day camp for children and youth with disabilities and high-risk teens. Provides programs appropriate for participants' disabilities, ages and backgrounds. Adapts programs according to participants' needs. Must have strong behavior management skills. Performs administrative tasks such as record keeping, receiving and supplementing supplies, arranging special trips and communicating participants' needs and progress to the parent or guardian. Performs related duties as required. Must be CPR and First Aid Certified. Work is performed under career staff supervision.
Senior Pool Manager Minimum 2 years of pool operating experience. Must hold current Lifeguard, CPR and First Aid certifications from the American Red Cross, YMCA or other agency approved by the Montgomery County Health Department. Must possess a valid Montgomery County Pool Operator's License. Manages and operates a large swimming pool complex involving multiple pools and filter plants, large staff, numerous operation and work schedules, varied programs; responsible for receipt and accounting for admission and program fees. Supervises staff engaged in program activities; operation, maintenance and repair of equipment; and administrative work such as preparation and maintenance of records and ordering supplies. Prepares operation, payroll, and financial reports, develops safety procedures, and performs related duties as required. Work is performed under career staff supervision.
RECREATION ASSISTANT VI $13.33 - $13.78 per hour - S6-001056
Supervisory and skilled work responsible for the on-site direction and implementation of a program at a facility or within a regional area. Work includes on-site supervision of part time staff and volunteers, interdisciplinary skills, operation and facility management, and may require specialized knowledge and skills, or working with a specific age group or targeted community group.
MINIMUM QUALIFICATIONS: Experience: 1500 hours of relevant work experience as an instructor in one or more specialized recreation activities. Education: Completion of 1 year of college. Equivalency: An equivalent combination of education and experience may be substituted

EXAMPLE OF POSITIONS/DUTIES: League Make up Game Assignor Administrative position requiring detailed work scheduling league makeup games with teams and officials association. Maintains comprehensive chart of daily field/site availability. Generates written reports as required. Works closely with Recreation Specialist to resolve issues.
Senior Site Manager, Club Friday, After Hours, Teen Center, Teen Club, After School Activity & Kids Day Out Director Plans, coordinates, supervises, and evaluates activities of a day camp for elementary school age or teenage groups. Provides age appropriate programs emphasizing various skills and has the ability to provide a wide range of activities for diverse groups of children and teens. Has the ability to adjust activities, transition participants smoothly from activity to activity and provide interim activities as circumstances change. Supervises staff and volunteers. Performs administrative tasks such as record keeping, participant registration, receiving and supplementing supplies, collecting activity fees, arranges for transportation and schedules special events, and monitors participant behavior. Performs related duties as required. Must be CPR and First Aid Certified.
Activity Specialist VI Develops a comprehensive plan, implements, supervises, and evaluates specialized activities and programs, examples ranging from high adventure skills, drama, nature, arts and crafts, etc. Identifies and develops program resources within the community. Responsible for ordering special supplies, coordinating special events, creating promotion materials for the activity or program, and maintenance of records and operational reports. Must be skilled in managing large groups and supervising staff and volunteers. Must communicate expectations of the activity to staff, volunteers and participants.
Senior Pool Operator / Assistant Manager Minimum 1 year of pool operating experience. Must hold current Lifeguard, CPR and First Aid certification from the American Red Cross, YMCA or other agency approved by the Montgomery County Health Department. Must possess a valid Montgomery County Pool Operator's License. Manages and operates a pool facility having limited staff, schedules, programs and revenues. Supervises staff engaged in program activities; operation, maintenance and repair of equipment; and administrative work such as preparation and maintenance of records and ordering supplies. Prepares operation, payroll and financial reports. May be an assistant manager at a large swimming pool complex.
RECREATION ASSISTANT V $10.69 - $11.14 per hour - S5-0001058
Responsible for the on-site direction and implementation of programs with multiple activities at a facility or within a regional area. Work includes on-site supervision of part-time staff and volunteers, interdisciplinary skills, operation and facility management, and may require specialized knowledge and skills. Working with varied age groups or targeted community group.
MINIMUM QUALIFICATIONS: Experience: 1200 hours of relevant work experience as a leader or instructor in one or more specialized recreation activity. Education: Completion of 1 year of college. Equivalency: An equivalent combination of education and experience may be substituted

EXAMPLE OF POSITIONS/DUTIES: Gym/Field Supervisor Coordinates a sports program at one or more fields/gymnasiums. Monitors games involving teams participating in sports such as baseball, basketball, football, soccer, and volleyball. Performs related duties such as crowd control, interpreting league rules, interacting with officials' associations where applicable, maintaining and posting scores and standings, maintaining and/or setting up appropriate equipment and supplies. Oversees other part-time staff on-site, including approval of time sheets. Serves as liaison between Recreation Department and participants. Prepares and submits written reports as required.
Head Official Serves as lead official for a team of officials, and as liaison between the officials and the Recreation Department. Interprets site policy to determine whether games may be played due to weather and field conditions; monitors game length as needed. Officiates the game/activity according to league rules; understands, enforces and interprets rules of play. Manages the playing area, including players and spectators; maintains standards of health and safety during game/activity. Monitors score book for compliance. Completes appropriate game reports. May also serve as Gym/Field Supervisor.

Senior Assistant Site Manager Plans, coordinates, and supervises, activities of a day camp for elementary school age or teenage groups. Provides age appropriate programs emphasizing various skills. Has the ability to adjust activities, transition participants smoothly from activity to activity and provide interim activities as circumstances change. Supervises staff and volunteers. Performs administrative tasks such as record keeping, participant registration, receiving and supplementing supplies, and collecting activity fees. Performs related duties as required. Has worked in the field or related field for three to four seasons. Must be CPR and First Aid Certified.
Head Lifeguard / Pool Operator Must hold current Lifeguard, CPR and First Aid certifications from the American Red Cross, YMCA or other agency approved by the Montgomery County Health Department. Must also possess valid Montgomery County Pool Operator's license. Minimum of 3 season experience as a lifeguard. Supervises patrons, staff and pool activities. Enforces health and safety rules and regulations; and assists the Pool Managers with scheduling, training and pool operations. Performs maintenance and cleaning duties. Performs other duties as assigned.
Lesson Coordinator Must hold American Red Cross CPR for the Professional Rescuer and Water Safety Instructor certification, or MCRD Instructor Training or equivalent and experience. Minimum of 3 seasons experience teaching aquatics. Participates in scheduling, training and evaluation of instructors. Assists parents and students involved in the lesson program. Able to teach specialized courses. Performs related duties as required.
Head Cashier Minimum of 3 years of cashiering experience. Assists in the scheduling and training of cashiering staff and operations of the cashiering desk in a Recreation facility. Familiar with computer programs and computerized registration programs. Assists with administration. Must adhere to all of the Montgomery County Department of Recreation, Aquatic policies and procedures. Performs related duties as required.
Senior Swim Coach Must be at least 18 years old. Must have current CPR certification. May be required to have current Pool Operator's license and lifeguard training. Must have 3 seasons coaching experience or equivalent, preferably from local USS and MCSL community.
Senior Adult Activity Assistant Plans, organizes, leads and evaluates program activities within a multidisciplinary environment for senior citizens to include recreation, health, wellness and educational programs. Assists with all program and administrative tasks.
RECREATION ASSISTANT IV $9.37 - $9.82 per hour - S4-001060
Responsible for the on-site direction and implementation of a specific program at a facility or within a regional area. Work may include on-site supervision of part-time staff and volunteers, interdisciplinary skills, operation and facility management, and may require specialized knowledge and skills, or working with a specific age group or targeted community group. Work is performed under supervision of higher-level recreation staff.
MINIMUM QUALIFICATIONS: Experience: 600 hours of relevant work experience as a leader or instructor in one or more specialized recreation activity. Education: Completion of high school. Equivalency: An equivalent combination of education and experience may be substituted
SPECIAL QUALIFICATIONS: Senior Lifeguard/Pool Operator: Must hold current lifeguard certification, CPR and First Aid from the American Red Cross, YMCA or other agency approved by the Montgomery Health Department. Senior Swim Instructor: Must hold American Red Cross CPR for the Professional Rescuer or equivalent. American Red Cross Water Safety Instructor certificate OR aquatic teaching experience and MCRD Instructor Training is required. Assistant Site Manager: Must be CPR and First Aid Certified.

Camp Counselor Plans, instructs or leads and organizes activities and/or programs including classes, trips, dances and special events etc. Helps to monitor and ensure the safety of participants in the programs. Performs administrative tasks such as record keeping, participant registration, receiving and supplementing supplies, and collecting activity fees. Performs related duties as required. Supervises staff and volunteers.
Therapeutic Recreation/High Adventure/Teen Program Assistant IV Assists in instructing, planning, and organizing programs including high adventure, classes, trips, dances and special events for individuals with disabilities. Performs related duties as required. Must have experience in high adventure activities or working with individuals with disabilities and/or teens.
Senior Lifeguard/Pool Operator Minimum of 2 seasons of life guarding experience. Must hold current lifeguard, CPR and First Aid certification from the American Red Cross, YMCA or other agency approved by the Montgomery Health Department. Supervises patrons and pool activities. Enforces health and safety rules and regulations; and assists bathers. Performs maintenance and cleaning duties. Assists in scheduling and training of lifeguards. Performs other duties as assigned.
Senior Swim Instructor Must hold American Red Cross CPR for the Professional Rescuer or equivalent. American Red Cross Water Safety Instructor certificate OR aquatic teaching experience and MCRD Instructor Training is required. Teaches specialized aquatic classes to children and adults, including diving, parent assisted classes and adapted aquatics. Performs related duties as required.
Cashier Must be at least 18 years old. At a Recreation facility, collects and accounts for all revenues; prepares daily financial statement and bank deposits; handles admissions and registers program participants; and handles public inquiries regarding various programs and facility regulations. Must have ability to deal tactfully with public, and have previous experience as a cashier or record keeper.
Swim Coach Experienced assistant coach (minimum 1 season) or former head coach or co-coach of USS or summer league team. May act as the primary coach or assistant coach of outdoor summer swim team. Must have current CPR certification. May be required to have current lifeguard training or Pool Operator's license. Performed under the close supervision of a higher-level recreation worker, but routine duties are performed independently.
RECREATION ASSISTANT III $8.39 - $8.84 per hour - S3-001062
Provides leadership in a recreation program or facility. May supervise a small specific function, a recreation program, class or activity. May require specialized knowledge and skills, and work with a specific age group or targeted community group. Work is performed under supervision of higher-level recreation staff.
MINIMUM QUALIFICATIONS: Experience: 300 hours of relevant work experience as a leader or instructor in one or more specialized recreation activities. Education: Ability to read and write. Equivalency: None
SPECIAL QUALIFICATIONS: Lifeguard: Must hold current lifeguard, CPR and First Aid certification from the American Red Cross, YMCA, or other agency approved by the Montgomery County Health Department. Swim Instructor: Must hold American Red Cross CPR for the Professional Rescuer or equivalent. Assistant Swim Coach: Must have current CPR certification.
EXAMPLE OF POSITIONS/DUTIES: Sports Official (minimum age 18 yr. and graduation from high school) Serves as an official in youth sports leagues such as basketball, softball or baseball. Officiates the game/activity according to league rules; understands, enforces and interprets rules of play; participates in appropriate training sessions; assists in managing the playing area, including players and spectators; maintains standards of health and safety during game/activity; reports to head official or gym supervisor; signs score book for compliance, and completes appropriate game reports.
Sports Scorekeeper (minimum age 18 yr. and graduation from high school Serves as score and/or timekeeper in youth sports leagues such as basketball; assists in managing the playing area, including players and spectators; maintains standards of health and safety during game/activity; reports to head official or gym supervisor; signs score book for compliance, and completes appropriate game reports.
Assistant Camp Counselor Participates in the instructing, planning, and organizing of programs including classes, trips, dances and special events; helps to monitor and ensure the safety of participants in the programs; and provides assistance in maintaining and keeping supplies in stock and in safe working condition. Work is performed under the supervision of a higher-level recreation worker. Performs related duties as required.
Activity Assistant III Participates in the instructing, planning, and organizing of programs including classes, trips, dances and special events for individuals with disabilities. Performs related duties as required. Must have experience in working with individuals with disabilities and/or teens.
Lifeguard Entry level position. Minimum age 15 years. Must hold current lifeguard, CPR and First Aid certification from the American Red Cross, YMCA, or other agency approved by the Montgomery County Health Department. Supervises patrons during public swim sessions; enforces health and safety rules and regulations; ensures patron safety, and administers appropriate assistance; and performs maintenance and cleaning duties. Performs other duties as assigned.
Swim Instructor Must hold American Red Cross CPR for the Professional Rescuer or equivalent. Performs related duties as required. May teach swimming and/or diving lessons to children and adults. Previous swim instruction/coaching experience or instructor internship required.
Assistant Swim Coach Entry level assistant to swim coaches (outdoor pool) with a strong swim team background or teaching experience. Must have current CPR certification. This person may be required to have current lifeguard training before practices begin.
RECREATION ASSISTANT II $7.40 - $7.85 per hour - S2-001064
Work as an instructor, leader, or provide technical assistance in support of a recreation program, class or activity. Provides assistance with leadership for a specific skill or function of the program. Work is performed under close supervision of higher-level recreation staff.
MINIMUM QUALIFICATIONS: Experience: Some work experience leading or instructing recreation or related activities. Education: Ability to read and write. Equivalency: None
SPECIAL QUALIFICATIONS: Possession of social security card and work permit is required.

Instructor Intern Assists swim instructor as a student teacher while acquiring instructor training and certification. Minimum age - 15 years.
Cashier Intern Assists a pool cashier with receiving pool admissions, program registrations, and presort financial reports. Must have the ability to exercise tact and judgment, and deal courteously with patrons and the community.
Activity Assistant II Participates in the instructing, planning, and organizing of programs; provides skilled assistance and leadership in a specific function within a recreation program; helps to monitor and ensure the safety of participants in the programs; and provides assistance in maintaining and keeping supplies in stock and in safe working condition. Work is performed under the supervision of a higher-level recreation worker.
RECREATION ASSISTANT I $6.55 - $7.00 per hour - S1-001066
Work as a trainee to a higher- level recreation worker. Performs a variety of routine tasks and/or an introductory level of instruction, leadership, or technical assistance in support of a recreation program, class or activity. Work is performed under close supervision of higher-level recreation staff. On the job training is provided as necessary.

EXAMPLE OF POSITIONS/DUTIES: Sports Scorekeeper (minimum age 15 years) Serves as score and/or timekeeper in youth sports leagues such as basketball; assists in managing the playing area, including players and spectators; maintains standards of health and safety during game/activity; reports to head official or gym supervisor; signs score book for compliance; and completes appropriate game reports.
Pool Attendant (Minimum age 14 years.) Performs routine tasks associated with various recreation programs and activities at a pool facility (including cleaning and maintenance); and may assist guard staff in the pool area with crowd control. Swimming skills are required.
Activity Assistant I Provides assistance in leading a group in program areas such as arts and crafts, sports, music, dance, special events, etc; performs daily administrative duties under the direction of the program director; and helps to monitor and ensure the safety of participants in the programs.
OFFICE CLERK (works on an as-needed basis) $11.15 per hour
This is a clerical position that involves primarily repetitive type of work and accuracy is required in the processing of timesheets and personnel files. Position is required to perform routine typing, filing, and sorting materials by prescribed methods; operate copy machines, fax machines, calculators; proofread; and answer phones.
MINIMUM QUALIFICATIONS: Experience: One year of office experience. Education: Completion of high school. Equivalency: An equivalent combination of education and experience may be substituted.
PROGRAM AIDE (works on an as-needed basis) $15.86 per hour
Provides direct customer service to the general public, community groups, business and non-profit organizations. Duties include oversight and assistance to contractual temporaries and part-time staff who perform data entry in CLASS (automated registration database system), maintenance of account information, searching database for program and facility availability, explaining registration conditions, fees and guidelines for facility usage, and reconciling revenues with daily transactions. Employee will be required to assist with program specific matters including resolving customer issues/problems, form completion, program location, content, and availability. Additional duties include answering phones and directing incoming calls and other related duties as assigned.
MINIMUM QUALIFICATIONS: Experience: Two years of paraprofessional experience maintaining and utilizing database systems, and providing direct customer service. Education: Completion of high school. Equivalency: An equivalent combination of education and experience may be substituted.

Maintains a clean and safe building, opening and locking the building securely at night, setting up rooms for activities, making minor and temporary repairs, keeping inventory of supplies and performing other related duties as required.
NOTE: Candidates are hired on an as-needed basis for short-term assignments not to exceed 1040 hours per calendar year. Work locations vary.
