Stuart Rick

Stuart Rick is serving his second term on the Montgomery County Ethics Commission. He was the Commission's Chair during 2010, and he was its Vice Chair during 2008-2009 and 2011-2012.

Mr. Rick retired in 2005 as Deputy General Counsel of the U.S. Office of Government Ethics (OGE), after 32 years of Federal service.  At OGE, Mr. Rick managed a legal staff that developed standards of conduct regulations and provided advice and training to agency ethics officers and Presidential appointees on ethical obligations and avoiding conflicts of interest.  Before joining OGE, Mr. Rick was the Designated Agency Ethics Official at the U.S. Office of Personnel Management (OPM), providing ethics counseling and training to OPM’s employees and maintaining that agency’s financial disclosure systems. 

For the last several years, Mr. Rick has been a consultant in the ethics office of a multilateral development bank. He has a J.D. degree from George Washington University and a B.A. degree from Franklin and Marshall College.
