MCEO NO. 167-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with Marcia A. Plater, Fairland Road Improvement - CIP Project No. 500402.  The option contract between Marcia A. Plater and Montgomery County Maryland for the purchase of land for the Fairland Road Improvement Project is accepted.  The County Attorney is directed to take all necessary steps to acquire the land.  Effective Date:  5/26/05. 

 

MCEO NO. 168-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with Barbara A. Clegg, Fairland Road Improvement - CIP Project No. 500402.  The option contract between Barbara A. Clegg and Montgomery County, Maryland, for the purchase of land for the Fairland Road Improvement Project is accepted.  The County Attorney is hereby directed to take all necessary steps to acquire the land.  Effective Date:  5/26/05. 

 

MCEO NO. 169-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with T-Bone Enterprises, LLC c/o Marcus Hadeed.  The option contract between T-Bone Enterprises, LLC c/o Marcus Hadeed, and Montgomery County, Maryland for the granting of an easement for the Fairland Road Improvement Project is accepted.  The County Attorney is directed to take all necessary steps to acquire the easement.  Effective Date:  5/26/05.

 

MCEO NO. 170-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Abandonment of a Portion of Unimproved Highland Avenue National Park Seminary, Silver Spring, Maryland.  A public hearing was held at 10:30 a.m. on Wednesday, June 1, 2005, 101 Monroe Street, EOB Lobby Conference Room, Rockville, Maryland  20850, to consider an application from Lerch, Early & Brewer for Forest Glen Venture, LLC, seeking abandonment of a portion of unimproved Highland Ave. within the National Park Seminary property in Silver Spring.  After the public hearing, the Hearing Officer reports his findings and recommendations to the County Executive for further consideration.  Effective Date:  5/26/05. 

 

MCEO NO. 171-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with George D. Gingell and Christine Mary Gingell, Fairland Road Improvement Project, CIP No. 500402.  The option contract between George D. Gingell and Christine Mary Gingell and Montgomery County, Maryland, for the granting of an easement for the Fairland Road Improvement Project is accepted.  The County Attorney is hereby directed to take all necessary steps to acquire the easement.  Effective Date:  5/26/05.

MCEO NO. 175-05:  DEPARTMENT OF PERMITTING SERVICES - Street Acceptance.  This order certifies that construction of the following named streets has been completed in accordance with all applicable provisions of the Montgomery County Road Construction Code as specified in the permit.  The materials used in the construction of these streets were tested and found to be in compliance with county specifications.  The streets are as follows:  Alexander Manor Dr. (Winchester Homes), Black Kettle Dr. (Artery Hoyles Mill, LLC), Bubbling Spring Rd., Crestmount Rd., Thundercloud Rd. (King's Crossing), Denit Estates Dr. (south), Hawlings Park Ct. (Denit Estates), Richter Farm Rd. (Artery Hoyles Mill, LLC), Hidden Garden Ln. (Springview/Wyncrest).  Effective Date:  6/01/05. 

 

MCEO NO. 176-05:  COMMISSION FOR WOMEN - Authorization for Assessment of User Fees for Services Provided by the Commission for Women.  The County Executive may, by executive order, impose user fees on participants in the programs, services, or activities conducted by the Commission for Women.  A full or partial waiver may be granted to county residents in accordance with a sliding fee payment scale implemented by the Commission for Women to accommodate participants who cannot afford to pay any part or all of the fee amount.  Non-county residents are not eligible to receive these fee waivers.  Effective Date:  7/01/05. 

 

MCEO NO. 177-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with Jhaver Gangar, Harial N. Gangar, and Amrish Gangar, Fairland Road Improvements - CIP Project No. 500402.  The option contract between Jhaver Gangar, Harial N. Gangar, and Amrish Gangar and Montgomery County, Maryland, for the purchase of land and granting of an easement for the Fairland Road Improvements Project has been accepted.  The county attorney is directed to take all necessary steps to acquire the easement.  Effective Date:  6/06/05.

 

MCEO NO. 178-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with Fred J. Boddie and Rozlyn C. Boddie, Fairland Rd. Improvements - CIP Project No. 500402.  The option contract between Fred J. Boddie and Rozlyn C. Boddie and Montgomery County for the granting of an easement for the Fairland Road Improvements Project is accepted.  The county attorney is directed to take all necessary steps to acquire the easement.  Effective Date:6/06/05.

 

MCEO NO. 179-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with Reba A. Reddish and Gregory C. Roberts, Fairland Road Improvements - CIP Project No. 500402.  The option contract between Reba A. Reddish and Gregory C. Roberts and Montgomery County, Maryland, for the purchase of land and granting of easements is accepted.  The county attorney is directed to take all necessary steps to acquire the land and easements.  Effective Date:  6/06/05. 

 

MCEO NO. 180-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with Palmer J. Scarnecchia, Fairland Road Improvements  - CIP Project No. 500402.  The option contract between Palmer J. Scarnecchia and Montgomery County, Maryland, for the granting of an easement for the Fairland Road Improvement Project is accepted.  The county attorney is directed to take all necessary steps to acquire the easement.  Effective Date:  6/06/05. 

 

MCEO NO. 181-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with Ronald M. Kerrick and Linda A. Kerrick, Fairland Road Improvement.  The option contract between Ronald M. Kerrick and Linda A. Kerrick and Montgomery County, Maryland, for the purchase of land and granting of an easement for the Fairland Road Improvement Project is accepted.  The county attorney is directed to take all necessary steps to acquire the land and easement.  Effective Date:  6/06/05.

 

MCEO NO. 182-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Acceptance of Option Contract with Kevin J. Yates and Donna H. Yates, Fairland Road Improvements - CIP Project No. 500402.  Effective Date: 6/6/05.

 

MCEO NO. 183-04:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Shady Grove Spur Road (CIP #500204).  A public hearing will be held before the County Executive's designee at 3:00 PM on Wednesday, July 20, 2005, in the first floor auditorium of the Executive Office Building at 101 Monroe Street in Rockville, Maryland, to consider a proposal to improve a public way in the Rockville Planning Area.  The proposed improvements are:  1) modifications to the intersection of Darnestown Rd. at Shady Grove Rd., Darnestown Rd. at Glen Mill Rd. and  new intersection on Shady Grove Rd. with a new quadrant or spur roadway, 2) widening Glen Mill Rd. from intersection with Wootton Pkwy. to intersection with Darnestown Rd. from 3 lanes to 6 lanes, 3) new quadrant roadway in northeast corner of Shady Grove Rd. and Darnestown Rd. intersection with new and modified traffic signal installations that will result in the diversion of left turning traffic from the intersection of Darnestown Rd. at Shady Grove Rd., 4) 8 ft wide hiker/biker path along the east/north side of proposed spur rd., 5) 5 foot wide concrete sidewalk along the east side of Shady Grove Rd. south of Darnestown Rd. for approximately 400 linear feet, enclosed storm drainage, any necessary storm water management, landscaping and street lighting.  The total estimated cost is $1,660,000.00.  Effective Date:  6/14/05. 

MCEO NO. 184-05:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Traffic Order - Bethesda.  INSTALL:  No Stopping Any Time on south side of Wilson Ln. Service Dr. from 20' west of crosswalk opposite the western most driveway for Pyle Middle School to 20' east of the same.  Effective Date:  5/31/05.

MCEO NO. 198-05:  OFFICES OF THE COUNTY EXECUTIVE - Delegation of Signature Authority Transactions Affecting Real Property.  Under the Charter of Montgomery County the County Executive is charged with executing the Executive power vested in Montgomery County.  The Executive has determined that there are adequate review processes in place to eliminate the requirement that the Executive execute each transaction, and the Executive may delegate the authority to execute these documents on behalf of the County to the Chief Administrative Officer.  Bruce Romer, as Chief Administrative Officer for Montgomery County is hereby authorized and delegated authority to execute on behalf of Montgomery County any plat, deed, covenant, easement, lease, lien, license, release, or other document that affects an acquisition or disposition of any interest in real property.   
Effective Date:  6/22/05.

 

MCEO NO. 199-05:  OFFICES OF THE COUNTY EXECUTIVE - Delegation of Signature Authority - Executive Regulations (Method 3), Executive Orders, Estoppel Certificates.  Under the Charter of Montgomery County the County Executive is charged with executing the Executive power vested in Montgomery County  The County Executive has determined that there are adequate review processes in place to eliminate the requirement that the Executive personally execute each of the following documents that evidence a decision of the Executive:  Executive Regulations to be adopted using Method 3, Executive Orders, Estoppel certificates and that the Executive may delegate the authority to execute these documents on behalf of the County to the Chief Administrative Officer, including designees of the Chief Administrative Officer.  Effective Date:  6/22/05
