MCER NO. 20-06:  ADOPTED DEPARTMENT OF PERMITTING SERVICES REGULATION

Sidewalk Vendor Operation and License

SUMMARY: This regulation establishes a process for the licensing and operation of certain vendors using pushcarts or other slow-moving vehicles in certain Central Business Districts as noted in section 47-1 and 47-2 of the Montgomery County Code as amended.

ACTION:  Executive Regulation 20-06 Sidewalk Vendor Operation and License, was approved by the County Council according to the Method 2 process, effective February 27, 2007.

MCER NO. 26-06AM:  ADOPTED OFFICE OF CONSUMER PROTECTION REGULATION

Internet Access Service Standards

SUMMARY:  This regulation sets forth customer service standards that must be met by a merchant that provides internet access service to consumers in the County using any facility that the merchant controls and that is located in the County's public rights-of-way.  The adopted regulation supersedes Executive Regulation 26-03AMII.

ACTION:  Executive Regulation 26-06AM, was approved by the County Council according to the Method 2 process, effective April 10, 2007.

MCER NO. 27-06:  ADOPTED DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS

                            REGULATION - Payment in Lieu of Taxes

SUMMARY:  This regulation amends criteria under which the Director of Finance may authorize a payment in lieu of taxes (PILOT) for affordable housing that qualifies under state law to make such payments by adding authority for a PILOT under Section 7-503 of the Tax-Property Article of the Maryland Annotated Code.  The adopted regulation supersedes Temporary Executive Regulation 27-06T.

ACTION:  Executive Regulation 27-06, was approved by the County Council according to the Method 1 process, effective April 10, 2007.
