MCER NO. 3-12AM:      ADOPTED DEPARTMENT OF FIRE AND RESCUE SERVICE REGULATION
Hazardous Materials Use Permit

SUMMARY:  This regulation establishes changes and/or additions to definitions, reporting categories, reporting thresholds, and registration fees for regulated facilities with hazardous substances.  The adopted regulation supersedes Executive Regulation 17-03.

ACTION:  Executive Regulation 3-12AM was approved by the County Council according to the Method 2 process, effective July 24, 2012.

MCER NO. 9-12AM     ADOPTED DEPARTMENT OF PERMITTING SERVICES REGULATION
                                         Fire Safety Code – Fire Protection Systems

SUMMARY:  This regulation adopts and modifies certain standards published by the National Fire Protection Association (NFPA) involved with the installation, testing and maintenance of certain fire protection systems as required by the Montgomery County Building Code, the Montgomery County Fire Safety Code and the Maryland State Fire Prevention Code.  The Department of Permitting Services has been delegated the authority by the Fire Chief of Montgomery County Fire and Rescue Service to adopt regulations pursuant to Chapter 22 of the Montgomery County Code in the cases of a new building, a new system, or new conditions.

ACTION:  Executive Regulation 9-12AM was approved by the County Council according to the Method 2 process, effective July 24, 2012.

MCER NO. 10-12AM:   ADOPTED DEPARTMENT OF PERMITTING SERVICES REGULATION
                                         Fire Safety Code – Building Construction

SUMMARY:  This regulation adopts the applicable editions of various National Fire Protection Association (NFPA) standards – most notably NFPA 1, Uniform Fire Code and NFPA 101, Life Safety Code – as adopted by the Maryland State Fire Prevention Code.  These codes and the associated codes and standards incorporated by reference are adopted to set the minimum requirements to establish a reasonable level of safety from the hazards created by fire, explosion, and dangerous conditions.  The changes do not retroactively apply to unaltered existing buildings, existing systems or existing conditions permitted or approved before the date of adoption of this regulation unless an inimical hazard exists.

ACTION:  Executive Regulation 10-12AM was approved by the County Council according to the Method 2 process, effective July 24, 2012.

MCER NO. 13-12:        ADOPTED OFFICE OF HUMAN RESOURCES REGULATION
MCPR Amendments on Employee Drug and Alcohol Use and Drug and Alcohol Testing

SUMMARY:  This regulation amends Section 32 of the Personnel Regulations to incorporate changes for safety-sensitive transit employees requested by the Maryland Transit Administration in order for the County to be in compliance with Federal Transit Administration requirements.  The adopted regulation supersedes Executive Regulation 9-10.

ACTION:  Executive Regulation 13-12 was approved by the County Council according to the Method 1 process, effective July 24, 2012.

MCER NO. 14-12 ADOPTED OFFICE OF HUMAN RESOURCES REGULATION
Miscellaneous Amendments to the Montgomery County Personnel Regulations

SUMMARY:  This regulation amends Sections 6, 8, 32, and Appendix F of the 2001 Montgomery County Personnel Regulations to correct errors, omissions and typos, delete unnecessary language, and update certain provisions.  These amendments resulted from a review of the Personnel Regulations by the Office of Human Resources.  The adopted regulation supersedes Executive Regulation 12-00AMII, in part and Executive Regulation 9-10.

ACTION:  Executive Regulation 14-12 was approved by the County Council according to the Method 1 process, effective July 24, 2012.
