MCER NO. 18-14:  PROPOSED OFFICE OF HUMAN RESOURCES REGULATION
   Position Description for Development Ombudsman in the Office of the County Executive

SUMMARY: The proposed regulation provides a position description for the non-merit position of Development Ombudsman in the Office of the County Executive.  It includes a definition of the work, examples of duties and responsibilities, and the recommended qualifications, knowledge, skills, and abilities for the position.

MCER NO. 20-14:  PROPOSED OFFICE OF HUMAN RESOURCES REGULATION
Hiring Preference Points for Veterans Who Apply for Uniformed Public Safety Positions

SUMMARY: The proposed regulation implements Expedited Bill 10-15, the Veterans in Public Safety Employment Act, enacted by the Council on April 14, 2015.  The regulation amends Section 6 of the 2001 Montgomery County Personnel Regulations to convert the hiring preference for veterans and veterans with a disability who apply for a County merit uniformed public safety position in a normal competitive process from priority consideration to a numeric point system.

MCER NO. 12-15:  PROPOSED DEPARTMENT OF FINANCE REGULATION
  Public Election Fund

SUMMARY: The proposed regulation establishes the procedure to administer and implement the Public Election Fund pursuant to adoption of Bill 16-14 and specifies:

  1. how and when receipts for qualifying contributions from contributors must be submitted to the Board of Elections;

  2. the documents that must be filed with the Board of Elections for certification;

  3. the allowable uses of money in a publicly funded campaign account; and

  4. other policies necessary to implement Article IV, Public Campaign Financing.
