The Administrative Office of the Montgomery County Circuit Court serves as a clearinghouse for many judicial and non-judicial operations of the court. The Court Administrator, Pamela Quirk Harris’ role is to facilitate the administrative functions of the court and develop policies to enhance system performance while maintaining the independence of the judiciary. To assist in this endeavor, Ms. Harris is indebted to a staff of approximately 108 individuals who perform daily functions in the following divisions: Adjudication, Administrative Office, Administrative Aides, Assignment Office, Computer Room, Differentiated Case Management, Family Division, Jury Commissioner, Law Library, Pro Se Project, Technical Services, and Trust Office.

Basic functions performed by the Court Administrator and her staff include the following:

Fiscal Administration -- preparing court budgets; administering accounting, purchasing, payroll, and financial control functions of approximately $8.5 million; and guiding the budget through the local and state government review processes.

Personnel -- recruiting, selecting, and counseling court employees; administering wage, salary, and performance appraisal systems; and facilitating personnel matters for judicial staff.

Caseflow Management and Statistics -- evaluating pending caseloads; developing and implementing systems that support effective calendar management.

Technology Management (Information Systems) -- evaluating opportunities for technologies that expand the capacity of the court system. These include the use of personal computers to navigate on-line information systems; provision for the electronic transmission of and access to data, images, and other files in automated records management and retrieval systems; assessment of emerging technologies for video and telecommunications systems, multimedia tools for education, training, and information delivery, other computer-assisted systems that can improve the performance of the courts.

Information Management -- monitoring system performance to milestones established by the court; informing court system employees of events that are outside the performance measures established by the court and triggering the appropriate means of intervention.

Jury Management -- oversight of the jury system to ensure efficient and cost-effective policies and procedures for managing juries.

Space Management (Facilities) --managing physical space to assure access to all citizens, provide adequate room for work and circulation, and instill public confidence in compliance with the Americans with Disabilities Act.

Intergovernmental Liaison -- acting as a liaison to other governmental agencies and departments to promote collaboration, integration of systems, and facilitation of change while maintaining the integrity of the court as a separate but equal branch of government.

Community Relations and Public Information -- acting as a clearing house for the release of information to the media and the public; collecting and publishing data on pending and completed judicial business and internal functions of the court system.
