Who We Are
Since 1954, the Department of Recreation (MCR) has remained dedicated to providing inclusive quality recreation programs and activities that serve the recreation and leisure needs of the Montgomery County community. The Department manages 34 facilities including community and neighborhood recreation centers, senior centers, and indoor and outdoor aquatic facilities and provides thousands of programs such as out-of-school activities, aquatics, classes, youth and adult sports programs and leagues, senior programs, and therapeutic recreation that enhance the quality of life for participants of all ages, cultures, and abilities. The Department of Recreation is nationally recognized for its excellence in the provision of facilities and programs.
 
 
Meet our Management Team
 
Robin
Robin Riley, Acting Director


Robin Riley, Acting Director provides oversight for all of the Montgomery County Recreation business administration office, human resources, public relations and communications, information technology, aquatics facilities and leisure services programming elements. She is responsible for overseeing the department’s $28 million budget and provides supervision to nearly 2000 employees. She has served the Department for nearly 30 years and has earned numerous commendations for her leadership and service including the prestigious County Employee of the Year Award.

Riley has a Bachelor of Science degree in Physical Education from the University of Maryland and her recognized professional expertise is reflected in the leadership and communication leadership skills promoting lifelong recreation and physical activity – for kids, seniors, adults or of all abilities and fitness levels. Riley, a life long Marylander, is an avid sports lover, and enjoys being a participant and an armchair coach with her beloved dachshunds.

 

Jeffrey A. Bourne, Division Chief for Facilities & Capital Programs


Division Chief for Facilities & Capital Programs in 2001. Bourne is responsible for the Department’s oversight of long range facility planning, capital projects and facility management, as well as all operations and programming in the 20 Community and Neighborhood Recreation Centers and four Senior Centers throughout the County.

Before joining the Montgomery County Recreation, Bourne served as the Vice President for Operations for the Associated Landscape Contractors of America (ALCA) and served as the Director of the Howard County Department of Recreation and Parks from 1989-1998. A native New Englander, Bourne earned his Bachelor of Science degree from Springfield College. He is also a graduate of the North Carolina State University/NRPA Park Management School.
