Dear Citizens of Montgomery County Maryland:
The Interagency Coordinating Board (ICB) and
Community Use of Public Facilities (CUPF) are proud to
provide services to Montgomery County. CUPF has
been making a robust come back from the Pandemic
which should not be understated.
Between 2020 and 2021 as a consequence of the
Pandemic, no community use was allowed. Because
CUPF is an enterprise fund-based agency, during that
time there were no revenues raised to cover operating
expenses. Since reopening some of the community
users such as small churches and small community
group events did not immediately return to use our
services. We are now seeing more groups returning
and are under a more robust return to pre-Pandemic
revenues.
The (ICB) has continued to be a strong policy maker
and support to CUPF. Recently ICB developed a policy
that enabled CUPF to establish the Silver Spring Civic
Building as both a government facility open to the
public as well as an event center that can be closed for
private events.
The future looks bright for CUPF because of our
continued successful partnership with our community.

INTERAGENCY COORDINATING BOARD (ICB)
Interagency Coordinating Board (ICB): Establishes policies to increase access to schools
and other public facilities, including fee schedules, use regulations and conditions. ICB
also develops and implements innovative use of facilities to meet community needs.
Members serve four-year terms without compensation. ICB meetings are open to the
public.
Type of Positions: Nine voting members: the Chief Administrative Officer,
Superintendent of Schools, President of Montgomery College, Planning Board Chair,
Administrator of the County Council, 1 citizen appointed by the Supt. of schools and
confirmed by the Board of Education; 3 citizens appointed by the County Executive and
confirmed by the County Council; 3 ex-officio members: Board of Education member,
representatives of elementary school principals (confirmed by Council) and secondary
school principals (confirmed by Council) both are appointed by the Montgomery County
Association of Administrative and Supervisory Personnel. Ex-officio members are non-
voting.

community's use of schools and other

respond to the community needs without
disrupting the instructional program of the
Montgomery County Public Schools or

Schools are places to conduct a wide variety of activities, classes,
performances, camps, cultural and religious programs, recreational
activities, sports tournaments, instructional dance, and so much
more. There are more than 200 school sites, each with several
rooms, both large and small, available for use by the community.
Events held at schools must be open to the public with no private
events allowed.
The Silver Spring Civic Building at Veterans Plaza, located in
downtown Silver Spring, is a premier event facility that provides an
elegant setting for all types of events. The Civic Building combines
modern touches with natural design and provides space for
corporate events, private parties, cultural activities, wedding
ceremonies, receptions, outdoor plaza events and more. On occasion
this facility is operated as an event center for private events. Events
held at the SSCBVP may be open, or closed to the public for private
events.
Meeting rooms in the Montgomery County Public Library system
provide an opportunity for bringing together county resources,
community activities, support groups, etc. The rooms provide space
for meetings, training, and seminars of a civic, cultural or
educational nature. Events held at libraries must be open to the
public with no private events allowed.
Named after the long time Wheaton resident and community
activist, the Marian Fryer Town Plaza is centrally located in
downtown Wheaton directly above the Wheaton metro station. The
Plaza is home to signature events like the Taste of Wheaton, TGIF
Summer Concert Series, and the Wheaton Arts Parade.

The office building is the primary location for other County
departments and operations. The Grey Courthouse offers a majestic
courtroom setting that has a separate entrance from government
agencies that operate in the facility. These facilities are perfect for
large group events including religious services, dramatic
productions, and some educational programming.
Facilities in the Regional Services Centers provide an opportunity for
bringing together county resources, community activities, support
groups, financial education, etc. The rooms provide space for
meetings, training, and seminars. Locations include Bethesda/Chevy
Chase, Eastern Montgomery, Mid-County, Silver Spring Civic Building
and Upcounty.
The Council Office Building offers a cafeteria*, a Lecture Hall (with a
separate building entrance), 4 conference rooms and 2 hearing
rooms. The Executive Office Building offers a large cafeteria, an
auditorium in the lobby, an open lobby area, and a small lobby
conference room. There is a parking garage attached to the COB
that can be used for EOB and COB permitted events.
*The COB cafeteria is currently under construction.
County fields may be reserved on the half-hour. On days when
County schools are in session, elementary school fields may only be
reserved after 4:00 p.m.; middle school fields may be reserved after
5:30 p.m. High School athletic fields are not available for permitting
without permission of MCPS. Customers may check availability and
reserve time at County athletic fields during the opening seasons
through ActiveMONTGOMERY.

Successes during the last year in Core Services have been tremendous. This has been a year of rebuilding
our staff complement resulting from pre-pandemic vacancies due to promotions and two staff that left
County service. Meanwhile, also adjusting to new software required new processes. It was certainly an
extremely challenging year; however, it was extraordinarily rewarding and productive. A summary of the
past year for Core Services follows.
January 2023:
Produced final draft of User Guidebooks for director and staff review.
Interviewed for Program Specialist II/Team Leader vacancy and worked with OHR to refine eligible list
for five Program Specialist I vacancies.
February 2023:
Interviewed and hired in phases five Program Specialist I vacancies.
After experiencing difficulties hiring MCPS Media Service Technicians CUPF agreed to provide paid
training initiatives which resulted in more technicians willing and able to support community events.
Met with MCPS central offices to review summer programs, maintenance, and construction.
March 2023:
Rollout of first ever User Guidebooks (one for County facilities, another for MCPS facilities)
Opening day for online reservations of outdoor facilities was successfully held.
Onboarded three new Program Specialist I staff.
Onboarded one new Program Specialist II/Team Leader.
Met with School Business Administrator’s Professional Learning Community to discuss large events at
schools, which was a very informative and productive discussion.
April 2023:
Onboarded two new Program Specialist I staff.
Began extensive one-on-one and group training for all five new Program Specialists.
Reviewed resumes for Program Specialist II/Team Leader of the Wheaton Urban District facilities.
Rolled out a fully online staff resource manual in SharePoint.
Opening day for online reservations at Libraries was successfully held.
May 2023:
Priority, high-volume scheduling of weekly cultural and religious use, sports leagues, and large events
for the upcoming school year commenced.
Opening day for online reservations at Government buildings was successfully held.
June 2023:
Priority, high-volume scheduling of weekly cultural and religious use, sports leagues, and large events
for the upcoming school year concluded.
Priority, high-volume scheduling of school year recreation agency use commenced.

July 2023:
Opening day for online reservations for outdoor facilities was held without notable issues or concerns
on a Saturday; three staff worked for 5.5 hours overtime to provide support to customers reserving
outdoor facilities for dates of use August 16 through November 30.
Priority, high-volume scheduling of school year recreation agency use concluded.
Met with MCPS and Councilmember Albornoz to discuss artificial turf field access for community use,
impact of adopt-a-field agreements, lack of access to sports equipment at many schools for
community use, and the status of Somerset ES and West MS sites to learn when those facilities will
come online for community use.
August 2023:
Staff workshop was held to review operating procedures as we planned for the annual opening day
online for customers to reserve indoor school facilities.
Onboarded new Program Specialist II for the Wheaton Urban District facilities.
Opening day for indoor school facilities for the 2023-2024 school year began at 6:30 a.m. on 8/15 with
a few software hiccups but otherwise a successful registration period.
September 2023:
More than 1,000 requests were received from schools to add, modify, or cancel internal use
reservations for the 2023-2024 school year, resulting in cancellations/relocations of community user
groups.
Worked diligently with Mid-County Regional Services director and staff to train and establish
guidelines for community use of Wheaton Urban District facilities.
Completed cross training of staff and began permanent squad assignments that require routine
cycles of cross training refreshers annually.
October 2023:
Met with School Business Administrator’s Professional Learning Community to discuss a variety of
concerns, primarily related to security; discussion resulted in a request that CUPF reconsider its
threshold for security staff, moving the number from one security staff for every 300 persons in
attendance, to the same requirements used for the Executive Office Building and Council Office
Building which is one security staff required for every 100 persons in attendance.
Opening day for online reservations at Libraries was successfully held.
Began accepting reservations for Wheaton Urban District facilities for the first time on October 16.
Overall, it was an outstanding year for the Core Services Team: Our increasingly clear information and
new processes with far less complexity, introduction of the User Guidebooks and staff resource
documents; has vividly become more useful to customers, partners, and staff. Feedback has been
overwhelmingly positive. We are beginning to see that customers are more informed, have fewer basic
questions, and are understanding expectations and our processes. Similarly, staff are making fewer
errors, feel less stressed, and seem far happier with the overall work environment than ever before.

Marian Fryer Town Plaza
Named after the long time Wheaton resident and
community activist, the Marian Fryer Town Plaza is
centrally located in downtown Wheaton directly above
the Wheaton metro station. The Plaza is home to
signature events like the Taste of Wheaton, TGIF Summer
Series, and the Wheaton Arts Parade.
Wheaton Veterans Urban Park
Wheaton Veterans Park is located at the intersection of
Amherst Avenue and Reedie Drive. This One-acre park
provides attractively-landscaped open space in the
downtown and in addition to paying tribute to those
who served this country in the military, the park also
honors John P. Hewitt, a former Director of Parks and
Commissioner with the Maryland-National Capital Park
and Planning Commission (M-NCPPC).
Located across the street from the plaza at 2425 Reedie Drive sits the new 14-story M-NCPPC
building headquarters, the first LEED Platinum Certified building in Montgomery County. In addition
to being the home to Montgomery Parks and Planning Commission, building tenants include the
Wheaton Urban District, Department of Recreation, Department of Environmental Protection,
Department of Permitting Services, Community Use of Public Facilities and the Department of
Health and Human Services.

Silver Spring
Civic Building at Veterans Plaza
CUPF Diversity: SSCBVP staff represent cultural diversity, a diverse lived experience, and
enhance the welcoming atmosphere at the Civic Building. SSCBVP staff are multilingual,
worldly, and have global experiences from which to draw.
Personal Celebrations and Community Groups: Every weekend, SSCBVP is the go-to
venue for Weddings, Bar/Bat Mitzvahs, Quinceanera, Birthdays, Baby Showers,
Graduations, Anniversaries, and more. Non-profit fundraisers and events are prevalent on
the weekends and throughout the week. Additionally, the venue has been a host for high-
profile community events, government meetings, and community gatherings. The
popularity of this venue is confirmed by the significant number of reservations for 2024.
Conference Center: The SSCBVP has and continues to serve as an international
conference center and meeting location for high-level global summits. These numerous
summits have served to connect people and institutions from around the world over
secure networks.
Community Access Program (CAP FY23 and FY24): A grant of $150,000 in funding was
awarded to CUPF for the support of community initiatives. The grant program is very
popular and successful. Using the CAP formula, a one-time additional $20,000 grant was
secured from the State of Maryland for a Safe Summers initiative to focus on youth
outreach in FY24.
The Silver Spring Civic Building and
Veterans Plaza continue to play a vital role
in the community, offering a wide range of
events and services. This report highlights
the numerous events, activities, and
achievements that have contributed to the
vibrancy and appeal of downtown Silver
Spring, specifically focusing on the Silver
Spring Civic Building and Veterans Plaza.
Our efforts have continued to make Silver
Spring a dynamic and inviting destination
for both residents and visitors to
Montgomery County.

Community Engagement and Relationship Building: CUPF staff actively engaged with
community members, business owners, county representatives, and elected officials to
enhance operations. This included building relationships with frequent users of Veterans
Plaza, such as youth skateboarders and the community at large, who shared their vision for a
welcoming and safe gathering place full of vibrant activities for all.
Farmers Market: The weekly Farmers Market attracts hundreds of residents every Saturday
and continues to thrive for the downtown area, fostering a deep sense of community.
Major Festivals on Veterans Plaza: Throughout the year, from May to October, SSCBVP has
successfully hosted a series of major festivals, bringing diverse cultural experiences to the
community. These festivals included the International Food and Craft Festival, Hey Cousin
Culture Festival, Afro-Latino Festival featured in the Washington Post, and many more. These
festivals are diverse and attract hundreds of people each week that support businesses in
downtown Silver Spring and in Montgomery County.
Website Updates and Public Outreach: The Operations Manager updated the SSCBVP
webpage, then worked with CUPFIT and county TEBS to manage the look and information
conveyed. With the dedicated staff at the SSCBVP, the team worked to improved usability and
real-time updates. The SSCBVP staff also worked with local media outlets; including the CUPF
Communications program manager, to produce content and promote awareness about the
Civic Building and how to contact CUPF.
This report encapsulates a year of notable accomplishments, showcasing the pivotal and lively
role the Silver Spring Civic Building at Veterans Plaza assumes within our community. As we
progress, our dedication stands strong in catering to the diverse requirements of our
community while perpetuating our role as a cultural hub for civic engagement, cultural
enrichment, and community gatherings.

Ice Rink Season: The 2022-2023 Ice Rink season
concluded on March 27, 2023, offering families a
memorable winter activity in downtown Silver Spring on
Veterans Plaza. The outdoor Ice Rink has officially
reopened in mid-October for the 2023-2024 season. It
remains a popular and cherished attraction for the
community.
Revenues
As CUPF reopened for reservations in FY22, after the Pandemic, we saw customers come
back slowly. In FY23 we saw a stronger increase in reservations. Although we were not
back to pre-Pandemic numbers, our FY23 revenues did remain higher than the FY22
revenues.

Funding Assistance
Representing intent of CUPF to address social equity and racial justice.
Community Access Program (CAP) for Silver Spring Civic Building and Veterans Plaza
The Community Access Program (CAP) funding has facilitated the use of the Civic Building at
Veterans Plaza. Specifically, CAP funding has supported more than 500 community groups with
access to funding assistance provided to the group which has provided over 1,000 programs to
the Montgomery County community.
For FY22, the CAP program budget was $112,500, which was a reduction of 25% of the typical
budget of $150,000. At the end of the fiscal year, the CAP program had utilized $77,836 in subsidy
awards, out of which 36 groups were awarded. An additional $22,183.37 was spent on the Silver
Spring Civic Building’s operational needs, such as the purchase of outdoor furniture for Veterans
Plaza, landscaping, and internal Audio-Visual support & equipment.
For FY23, the CAP program budget was returned to $150,000. At the end of the fiscal year, the
CAP program had utilized the full $150,000 in subsidy awards, which supported 60 groups
through granted awards.
Facility Fee Assistance Program (FFAP)
The Facility Fee Assistance Program (FFAP) is a subsidy program that helps groups pay for the
use of public schools, libraries or County Office Buildings when they provide community services
that directly benefit vulnerable or at risk youth, or limited income individuals and their families.
For FY22, our budgeted amount for FFAP was reduced to $62,500 from the usual $75,000. At the
end of the fiscal year, CUPF had utilized $52,993.18 which provided 21 groups with subsidy
awards. The County Council appropriated $500,000 for youth sports through the Coronavirus
Relief Fund, which had a requirement to be spent by December 31, 2022 to provide subsidy
support during the FY21 and FY22 fiscal years. All funding was expended on the identified
communities. During FY22 CUPF provided funding to 61 different organizations.
For FY23, the budgeted amount for FFAP was returned to the regular funded amount of $75,000.
By the end of the fiscal year, CUPF utilized the full $75,000, which provided funding for 17
different community groups. A resolution was adopted by the County Council on May 19, 2022, to
grant CUPF additional funding in the amount of $125,000 through the American Rescue Plan Act
for youth sports. By the end of FY23, CUPF was able to award the full $125,000 to 47 different
groups.

During the Pandemic CUPF worked with MCPS
and the childcare Providers to ensure that
Learning Hubs operated in schools temporarily
closed due to high COVID numbers. The CUPF
Childcare Team will continue to work with
partners at MCPS, Childcare Providers, the
Children’s Opportunity Fund, and Health and
Human Services to ensure that Providers
permitted through CUPF for operation in MCPS
facilities are able to offer quality care to those
who use their care services.

Montgomery County Public Schools
Childcare returned to closer to normal during the FY23 school year with over 115 school
age programs back in person in various school locations. CUPF continues to work with
Providers and MCPS to ensure that all programs operate with efficiency. CUPF acts as an
intermediary to issue and adjust permits for the childcare programs as their needs
change following reopening after the Pandemic. This includes adjustments made when
MCPS added systemwide closure days to the non-instructional days that were already on
the school calendar.

MCPS in an administrative capacity to
the MCPS new procurement run
childcare bid process. The first
procurement run bid was held in FY23
which resulted in four new school
locations obtaining first time childcare
in their facilities.

The Facility Fee Assistance Program (FFAP) was created to alleviate the
financial cost for some users by helping them to pay for the use of public
school, libraries, or county office buildings when they are providing a
service that directly benefits vulnerable or at-risk youths or limited-
income individuals and families. The program is administered by the
Montgomery County Office of Community Use of Public Facilities (CUPF).
