All 501(c)(3)non-profit organizatons that serve Montgomery County residents may apply.
All applicants must directly serve low and/or moderate-income Montgomery County residents.
Construction projects are not eligible.

Application Process
The submission deadline is typically in mid-September. Applications after the deadline are only considered if the service addresses an emergency. The Director of DHCA reviews out-of-cycle requests at their discretion.
DHCA staff screens applications for eligibility and sends an email receipt for each application. If the receipt email is not received within one week, the applying organization should follow up by emailing [email protected] or by calling 240-777-3771. Eligible applications are then reviewed by the Community Development Advisory Committee (CDAC).
After the review process, the CDAC makes funding recommendations. The Director of DHCA and the County Executive receive these recommendations. The County Executive submits the recommendations to the County Council, which makes the final CDBG funding selection from the recommendations. The Council usually approves the budget in late May.

2. Board of Director’s listing including names, titles, terms of office (if any), and addresses of all members.
3. Organizational chart or organizational structure.
4. Organization’s total fiscal budget (current year) and most recent audit.
5. Resumes of chief administrative and chief fiscal officers, and key staff who will work on the proposed project (if known).
6. Two (2) letters of community support (from other organizations, former or current clients, elected officials, etc.).
7. Documentation of corporate “good standing” status from the state in which the corporation is chartered.
(For Maryland corporations, you can obtain documentation of Good Standing at no charge by going online to https://egov.maryland.gov/BusinessExpress/EntitySearch, entering your corporate name in the “Name Search” box and clicking on the “General Info” tab for your organization. This needs to show Good Standing as “Yes.”
