You must request an Absentee Application.

Under SS 33-11-02.01 a registered voter may apply for and vote by an Absentee Ballot. There are several forms of application:

1. The State Absentee Ballot Application
2. The informal written request application (See the third paragraph below).
3. The in-person application
4. http://www.elections.state.md.us/ to apply online (Voter must have one of the following to apply online: Maryland Driver's License, Maryland Learner's Permit, or Maryland issued ID Card).

Maryland’s Absentee Ballot Application is composed on a prescribed form that the State Board of Elections has authorized. A form provided under Federal Law is also permitted. (The State Board form may not be altered in any way). Although the Statute states: “The Montgomery County Board of Elections may not accept an application submitted on a preprinted form unless it has been authorized by the State”; ANY REQUEST will be honored as long as it contains the same information as that of the “informal written request”! (As shown below)

Faxed or E-mailed

The completed and signed Absentee Ballot Application may be faxed or e-mailed to our office. To email this form, print the form, sign it, scan it, and attach it to the email and sent to [email protected] ; to fax this form please send to 270-777-8560. We do not accept digital or electronic signatures. You must sign this form by hand. The application form may not be changed or altered in any way. (Deadlines stated above apply.

An informal written request for an absentee ballot may be submitted to the Board of Elections but it must contain the following information:

1. Voter's name
2. Residence address
3. Address to which the ballot is to be mailed, if different from the residence address
4. Voter's Signature

Yes, there is a provision that allows for in-person applications. An application may be made in person by the voter or the voter’s authorized agent.

An authorized agent is an individual you pick to secure your voting ballot from the Montgomery Board of Elections so you can vote at home. The authorized agent would pick-up the ballot and after you vote, the ballot can be mailed in by you or returned to the Board of Elections by 8:00 p.m. on Election Day.

The application for the voter’s authorized agent can be downloaded by you or your agent. This form can be faxed to the Montgomery County Board of Elections. You can fill out the necessary parts and both you and your agent can sign and date the form. Your agent will secure the proper identification and return your application to the Montgomery County Board of Elections where your agent will then be given a ballot that will be filled out by you and then returned to the Board of Elections by 8:00 p.m. on Election Day
