Ethics Commission Members


Mary Ann Keeffe

Commissioner Mary Ann Keeffe was appointed to the Montgomery County Ethics Commission in September 2021. She served for eight years on the Montgomery County Board of Elections as both Board President and Secretary.

With over 30 years of experience as an administrator and communications specialist, she recently worked with Microsoft Corporation managing Ethics and Compliance for their US Public Sector Business. Ms. Keeffe served as Deputy Under Secretary of Agriculture for Food and Nutrition and Deputy Administrator of the Foreign Agricultural Service overseeing International Cooperation and Development. Prior to her appointment at USDA she was the Director of Research to the International Brotherhood of Teamsters and an economist with the Congressional Research Service at the Library of Congress. 

Ms. Keeffe has a Bachelor of Arts from Barat College with a major in Political Science and minor in Economics and did graduate work in Labor Studies at the University of the District of Columbia. She is a 35 year resident of Montgomery County where she and her husband raised their 4 children.
