A child care center on the ground level of the UpCounty Regional Center with three (3) classrooms rooms, an office, a kitchen, storage, and 3 outdoor play area(s).  This facility has approximately 2400 square feet of classroom space and is currently licensed for 68 children- six ( 6 )infants,  six (6) one-year-olds, 12 two-year-olds, 20 preschool, 20 universal and 20 before- and after-school.   The program currently in this location is a MSDE Pre-K expansion grant recipient.  All applicants should be able to speak to how their program will also be able to meet MSDE’s  Prekindergarten Expansion Quality Benchmarks and Programmatic Plan Requirements.

A modular building housing a child care center with two rooms currently divided into four classrooms, an office, a kitchen, storage, and two outdoor play area(s). This facility is approximately 3500 square feet (1900 square feet of usable classroom space- per licensing). It is currently licensed for 42 children-- six (6) infants, six (6) toddlers, nine (9) two-year-olds and 20 preschoolers .


Final determination of capacity for the facility will be made by the Maryland State Department of Education-
Office of Child Care.

General Information About Selection Process and Criteria:
**Note new selection procedures effective Fall 2018**
  • Applicants will complete a full application (Part A-Part J and attachments) and submit  two complete (Part A-Part J and attachments) applications by the due date and time by either mail or directly dropped off to:

  • Upon receiving applications, the program manager for the Child Care In Public Space  (CCIPS) program will review and vet the application for all application required components.
  •  If after vetting, applications have all required application components, the application will be submitted to an internal selection committee within Early Childhood Services (ECS) of Health and Human Services (HHS). The ECS Committee will consist of at least three (3) members comprised of staff from the Montgomery County Resource and Referral Center; Early Childhood Mental Health; and the  Montgomery County Infant and Toddlers program.  The internal committee will meet and review the received applications and score the applications based on the scoring criteria set in the application, looking specifically and exclusively at Parts A- F; Applicant Information, Qualifications of the applicant, Fiscal Responsibility/Viability, Personnel, Program Plan and Quality Child Care Indicators, 
  • Applications that score 85 and above out of 110 for Parts A- F, will be contacted and requested to submit five (5) additional copies of their application within five (5) business days of notification.  Applications will be distributed to the External Selection Committee.  The External Selection Committee is comprised of three to seven members from Montgomery County Government personnel, Montgomery County Public Schools (MCPS) personnel, parents and community representatives from the Commission on Child Care.  The external committee will meet and review the applications received and score the applications based on the criteria set in the application. The external selection committee will score the entire application--Parts A-J.
  •  Interviews: Applications that score  110 or above out of 140 will be scheduled for interviews with the External Selection Committee.  Applicants are allotted one hour for interviews where applicants will answer up to 10 preset questions, as well as given the opportunity to expand on or give clarification on information in their submitted application. Interview questions will be the same for all applicants. 
  • After the interviews are concluded, the External Selection Committee will meet to make final recommendation based on written application score, interview score and other appropriate information (ex: checkccmd). 
  • After the successful applicant is recommended, HHS will inform the Chief of Children, Youth and Family Services. 
  • Applicants not selected will be notified by the Child Care in Public Space Program Manager. 
  • There is no commitment expressed or implied by the County Government in soliciting applications.  The County reserves the right to reject any or all applications and re-advertise the space.

Number of copies of the application required:
  • Two (2) copies of the applications MUST be submitted by mail or in person to 1401 Rockville Pike Suite 200- Rockville, MD 20852 by 4:00 p.m. on Friday, November 15, 2019
No late applications will be accepted.  Incomplete applications will not be considered.  We cannot accept electronic copies at this time.

Terms of lease and rent:
  • Real estate license term:  seven  (7) years, with one four- year and with one three- year option to renew with adjustment of operating costs for each period.
  •  The current County rental rate is $11.35 per square foot per year and includes the following:  utilities (except phone & internet), janitorial services, buildings and grounds maintenance, snow and trash removal and pest control.
