The Division of Business Relations and Compliance is responsible for implementing programs and strategies that expand contracting opportunities for  Minority-, Female- and Disabled-Owned Businesses (MFD) and  Local Small Business Reserve Program (LSBRP) vendors in Montgomery County.

DBRC also administers the Wage Requirements Law and  Prevailing Wage Law to ensure that the County's contractors provide equitable benefits and a livable wage for contracted workers. Through legislation, innovative contracting procedures and oversight, DBRC strives to promote a vibrant business environment to foster sustained business growth and job creation.

LSBRP ensures that County departments award 25% of their procurements to registered and certified local, small businesses.

Local business preference program ensures that 10 percent price preference in evaluating a bid or proposal from a local business on a contract awarded by the County.

Local Small Business subcontracting program ensures that at least 10% of the contract dollars awarded for each High Dollar Value Contract should be awarded to a Local Business; and at least 10% of the total dollar value of all High Dollar Value Contracts in the aggregate should be awarded to Local Businesses.
