Nonprofit Security Grants

Montgomery County has approved $800,000 to be used for nonprofit organizations experiencing hate crimes or at significant risk of becoming targets of hate crimes. These grants are available to augment costs for security personnel or other security planning measures for nonprofit or faith-based organizations located in Montgomery County, Maryland. To be eligible to receive funds, individual organizations must:
 
  • Be an IRS registered 501(c)3, tax-exempt nonprofit organization or, if a religious organization, meet the requirements of a 501(c)3.
  • Be in good standing with the Maryland State Department of Assessments and Taxation.
  • Be physically located in Montgomery County.
  • Be a nonprofit organization experiencing threats, hate crimes or at significant risk of hate crimes based on its work, community, and/or known threats to similar organizations or communities nationally. 
  • Submit an electronic application form with project budget by 11:59 PM on October 26, 2022. Only electronic applications will be accepted. Organizations will be notified of award decisions in early December of 2022. 
 
Organizations may use the funds for:
  • Current security personnel or to augment current security personnel
  • To pay for a security assessment or plan and associated expenses
  • To conduct security training, including contractor and training expenses
  • To develop and execute a security drill
  • To purchase security cameras for the facility
 
Organizations may not use the funds for:
  • Facility upgrades 
  • General supplies
  • Any expenses incurred before the date of a signed and executed contract 

The following terms and conditions will apply to the administration of this grant:
  • All funds must be used within one year of the date of execution of a contract with Montgomery County. No grant funds can be used for expenses outside of these dates.
  • The organization must retain proper documentation for all expenses incured under the grant. Grant funds cannot be utilized for any expenses incurred before the date of a signed and executed contract.

In addition, the following conditions apply to applicants for this grant:
  • Only one application per organization or facility will be accepted. 
  • For-profit organizations and businesses are not eligible for funding.
  • Applicants may request up to a maximum of $20,000 per facility.
  • Umbrella organizations applying for grant funding on behalf of multiple organizations or institutions will be asked to provide the names of those member organizations or institutions.
  • Umbrella organizations may request up to a maximum of $100,000.
  • If an individual organization applies for a grant but is also represented by an umbrella organization applying for grant funding on their behalf, funding will be limited to one grant only. 
  • All applications will be accepted and reviewed.
 
Applications are subject to the Maryland Public Information Act (MPIA) (found at Md. Code Ann., State Gov't., §10-611 through -628 MPIA) and the County must comply with the disclosure requirements of the MPIA when a request for documents is received.

How to apply

Online applications will be available beginning at 12:00 noon on September 21, 2022. The deadline to submit applications is 11:59 PM on Wednesday, October 26, 2022.
When filling out the application it must be completed in one sitting. You may not save your information and return later. It is advised that you craft your responses in a separate document, then copy and paste them into the form.

It is essential to your application that the organization's name on the application precisely match the legal name used in registration as a nonprofit or religious entity with the Maryland State Department of Assessments and Taxation (SDAT) and with the County's Vendor ID registration. The organization must be in good standing with SDAT and must remain in good standing throughout the application process. To verify your organization's name and status, go to the SDAT Business Express site

Please note that your organization must be registered as a vendor with Montgomery County in order to apply and you must provide the vendor ID# on the application. The vendor ID is a combination of three letters and five numbers, i.e. ABC12345. To register as a vendor or to check for your registration, please visit the Montgomery County Central Vendor Registration System website

Once the form is submitted, it cannot be changed. But please don’t hesitate to contact us if there is a problem.
