Become a Residential Special Inspector
Customers may use independent third party/special inspectors to perform certain inspections so that the construction activities continue after hours or during weekends and holidays. The program allows DPS approved architects, engineers or inspection services companies to perform footing, waterproofing/foundation drainage and concrete floors on ground inspections on residential sites.
Inspectors ensure that footings, waterproofing/foundation drainage and concrete floors on ground conform to the approved plans and Montgomery County Code requirements. After conducting on-site inspections, the inspector must complete a report/certification and provide the original to the permittee or property owner for submission to DPS.
The applicant submits an application indicating experience in structural design and inspections of construction work related to these three inspections. A copy of a current Maryland engineer or architect license is required.
There is no expiration date if the application information does not change. Inspectors must provide any changes in address, phone numbers, emails, and/or license to DPS. Failure to provide this information annually by December 31 will result in the revocation of the approval.
There is no cost to become a certified inspector at this time.
Upon request by the owner/permittee the following inspections may be performed:
- Footing inspection
- Waterproofing/foundation drainage
- Concrete floors on ground inspections
The report/certification furnished by the DPS shall be filled out and sealed and signed by the authorized individual. The special inspection report includes the certification of compliance of the construction with approved plans and the Montgomery County Building Code, and shall only be completed where full compliance has been achieved. No duplication or substitution of forms will be allowed.

After conducting on-site inspections, the inspector completes the report/certification and provides the original to the permittee or property owner. The permittee or property owner then schedules an on-site corresponding inspection and provides the report to a DPS inspector within 5 days of inspection approval. The DPS inspector will verify the report and enter the inspection results into DPS’ permitting system.
