Funding Assistance
Community Access Program (CAP)
The Community Access Program (CAP) funding has facilitated the use of the Civic Building at Veterans Plaza. Specifically, CAP funding has supported more than 500 community groups with access to the facility that have provided over 1,000 programs to the Montgomery County community. Learn how you can offset the cost of using the Silver Spring Civic Building at Veterans Plaza.
- After July 1, 2024, we will accept this CAP Application for non-profit and community groups that are interested in using the Silver Spring Civic Building at Veterans Plaza during FY25 (7/1/2024 to 6/30/2025). Please contact Eric Rasch, Operations Manager, for more information.

Since its inception more than ten years ago, CAP has enabled over 600 different community groups to host a wide array of programs inside of the Civic Building and on our beautiful outdoor space known as Veterans Plaza. Launched as a pilot in FY13, CAP quickly proved its value and has been renewed annually. The program provides funding to reduce facility rental costs, allowing groups to allocate resources to their community programs, benefiting Montgomery County.
CAP fosters community spirit, forging connections between the County Government and the public. Its innovated approach has been recognized by Harvard University.

Eligible organizations include youth, faith-based, arts, cultural, civic groups, and more, with financial need given priority. The CAP Review Committee evaluates applications to ensure benefits to the community.
