Office of Rent Stabilization

The Office of Rent Stabilization (Rent Stabilization or ORS) is responsible for implementing and enforcing all aspects of rent stabilization law and regulations. This includes ensuring compliance with rent increase policies for rent-stabilized properties, overseeing landlord reporting requirements, managing exemption applications and requests for increases exceeding annual limits, resolving compliance-related issues, and providing educational outreach to tenants and landlords regarding rent stabilization laws and regulations.

                                        

Annual Rent Increase Allowance

The current CPI-U is 2.7% and the maximum rent increase allowance for regulated units is 5.7%. These rates are in effect from July 1, 2025, until June 30, 2026.

Rent Stabilization Exemptions

Unless otherwise exempt, all County-licensed residential rental units that are at least 23 years old are rent-stabilized under Montgomery County Law. Please view the Exemptions page for a full list.

A unit is 23 years old on January 1st of the 23rd year after the property's ‘Year Built’ on the Maryland State Department of Assessments and Taxation (SDAT) website.  For example, if a building's SDAT record shows 2002 as the year built, it becomes rent-stabilized on January 1, 2025.

*Rental units located in the following municipalities are not subject to Rent Stabilization and should contact the local municipality for assistance: Cities of Gaithersburg, Rockville, and Takoma Park; Towns of Barnesville, and Laytonsville. *
