Yes. Written permission is required with a copy of the site plan showing the location of the vendor. The letter does not have to be notarized but it must be dated and on company letterhead.
The zone of the neighborhood must permit the proposed use. Residential neighborhoods do not typically support commercial uses. See [www.mcatlas.org/zoning] to determine if your proposed location is residentially zoned.
