ePlans is our web-based application for electronic plan submission and review using ProjectDox software. Review ePlans submittal requirements for stormwater concept and special protection area approvals below.
Basic Submittal Requirements
- File names shall not be longer than 15 characters.
- You must complete your task in order for your project to move forward. This is accomplished on the eForm (can be found under the Workflow Portals tab of your project) and is usually labeled as Notify County.
- Drawings must be uploaded into the Drawings folder. Each drawing is required to be a single file. Documents must be uploaded into the Documents folder. These can be submitted as a single file multi-page PDF. All drawings must have a 3"x4" clear space at the top center of the sheet to allow for DPS batch stamping.
- When submitting corrected information, drawings shall be uploaded into the Drawings folder and documents shall be uploaded into the Documents folder and original file names MUST be maintained. The REVISIONS folder is only permitted to be used after the permit has been issued by DPS.

ePlans Submittal Requirements for
Floodplain Permit
The following plans should be uploaded into the Drawings folder:
- Floodplain Permit Plan should include:
- Vicinity Plan
- Associated sediment control permit number
- Existing and proposed grading
- Structures with the lowest floor elevation labeled; Topography, profiles, and cross sections as necessary to show the design is compliant with floodplain regulations.
- Outdoor mechanical and electrical facilities are shown with elevations labeled or on topography indicating elevation.
- All 100-year floodplain delineations with the study’s approving agency (e.g. Federal Emergency Management Agency (FEMA), Maryland-National Capitol Park and Planning Commission (M-NCPPC), and Department of Permitting Services) labeled.
- 25’ Floodplain Buffer
- Certificate of Floodplain Quantities
- Table of “Properties Identified Within 100-year Floodplain”
The following plans should be uploaded into the Support Drawings folder:
- Approved Floodplain Delineation Study Plan set(s) (if applicable)
The following documents should be uploaded into the Documents folder:
- A cover letter with justification for the proposed Floodplain District Permit application.
- Required Consent Letters that are identified in the floodplain delineation study approval letter.

Floodplain Study
The following plans should be uploaded into the Drawings folder:
- Floodplain Delineation Study Plan. Should include:
- Vicinity Plan
- Existing and proposed grading
- Drainage area map with major sub-watersheds, times of concentration, and paths identified.
- Floodplain Certification of Quantities.
- Table of “Properties Identified Within 100yr Floodplain”
- 100-year Water Surface Elevations (WSEL) for preconstruction (Existing) and post construction (Proposed) conditions, numerically indicated on each cross-section
- Stream centerline with station numbers labeled.
- 100-year Base Flood Elevation (BFE) lines.
The following plans should be uploaded into the Support Drawings folder:
- Copy of or excerpt from the grading/site plans that shows the existing and proposed construction in the Floodplain and Buffer.
The following documents should be uploaded into the Documents folder:
- A cover letter with justification for the proposed Floodplain Delineation Study application.
- Floodplain Delineation Study Report and Appendices.
- HEC RAS Input and Output files are placed in a single zip file named FPDS Permit Number & “HEC RAS Files”
- GIS Shapefiles for Existing Delineation, Proposed Delineation, and Base Flood Elevation lines are placed in individual zip files named FPDS Permit Number & Type
