The County selected The Elms at PSTA, LLC to redevelop the property with a mix of residential units, including 30% Moderately Priced Dwelling Units (“MPDUs”). The Planning Board approved the Preliminary Plan on July 22, 2021 and approved the Site Plan on March 31, 2022. The property was sold to the developer in June 2022, and the developer began site work summer 2022. The Elms at PSTA will bring housing opportunities within walking distance of the jobs in the Life Science Center per the Master Plan. This new residential community will include 630 new residential units including 2-over-2 condominiums, townhomes and apartments, as well as approximately 1,700 square feet of retail. The project will provide pedestrian circulation via a system of sidewalks, the LSC Loop, open space linkages and a series of interconnected open spaces and amenity areas including a civic green, a playing field, a forested area with natural surface trails, a playground and fitness stations.
The first residential units were sold in December 2023/January 2024. Construction on the multifamily buildings began in March 2024, and the first multifamily buildings are expected to deliver early to mid-2025.
The redevelopment of the 46 acres that is the former Public Safety Training Academy (PSTA) site advances the vision of the Great Seneca Science Corridor Master Plan. The PSTA constitutes 70% of the 75-acre Life Sciences Center West District as defined in the Master Plan. The LSC-West District is envisioned as a residential community with supporting retail, open spaces, community facilities and public use space with pedestrian connectivity to transit stations and open space throughout the five LSC districts. The former uses were relocated to the new PSTA summer 2016.
