Commercial Sheeting and Shoring Permit & Inspection Process
A sheeting and shoring permit is required when the commercial construction project requires shored excavation. The Contractor/Property Owner must submit a sheeting and shoring permit application.

When the construction project requires shored excavation.
A Sediment Control Permit may be necessary if you are disturbing 5,000 or more square feet. A Right of Way Permit may be required if there is no construction entrance and in some cases for restoration of the existing driveway entrance.
Standard commercial building permit applications typically take 30 days to complete the first set of review comments.

Sheeting and shoring permit application fee is based on the cost of construction of the proposed work. Effective JANUARY 1, 2017, applicants for commercial alteration, restore/repair, accessory structure permits (or any permit where Permitting Services calculates the permit fee using the cost of construction) will be required to provide, in the initial permit submission packet, the accepted bid sheet showing the estimated costs for the proposed project.
All types of Support of Excavation submittals shall meet all the requirements listed under “Complex Structure/Special Inspection Program” as per Chapter 17 of IBC 2015. Special Inspection /Complex structure review take place after the submittal and approval of the project. Statement of Special Inspection form can be found in the County website. After the submittal of this form, reviewer from the Complex Structure team will be contacting the applicant to set up a pre-construction special inspection meeting.

Montgomery County Special Inspection Manual
Where application is made to the County for construction of structures subject to special inspections, the owner or the owner’s authorized agent, other than the contractor, shall employ one or more approved agencies to provide special inspections and tests during construction for the types of work specified in Chapter 17 of the IBC and the Montgomery County Special Inspections Program Manual.
The applicant shall also submit a Statement of Special Inspections in accordance with IBC as a condition of permit issuance.

For every project whose elements are subject to special inspections, the owner or the owner’s authorized agent must do the following as a condition of permit issuance:
1. Review and comply with the requirements of the Montgomery County Special Inspections Program Manual.
2. Complete and return the Montgomery County Statement of Special Inspections.
3. Set-up a pre-construction meeting with DPS representatives to review the requirements of the Montgomery County Special Inspections Program. The meeting shall take place after plans have been reviewed by the County reviewers but prior to issuance of the permit.
