North High Street Extended
This project provides for the design and construction of a roadway extension of North High Street to Morningwood Drive in Olney. The project also provides a continuous 6-foot sidewalk on the south side of North High Street and ADA-compliant pedestrian access from Morningwood Drive.
February 2025 Updates
On March 11, 2025 from 6:30 p.m. to 8:00 p.m., a virtual Public Hearing will be held for this project. Residents will have the opportunity to provide oral testimony and ask questions. Please visit the “Participate” tab of this project website to register and for more information.
September 2024 Updates
Montgomery County Planning Board Mandatory Referral Hearing – September 12, 2024
On Thursday, September 12, 2024, the Montgomery County Planning Board will conduct a Mandatory Referral Hearing on this project. The meeting is open to the public. Interested community members and the public are encouraged to listen in and provide written and/or oral testimonies regarding this project.

March 2024 Updates
A Public Meeting will be held on April 10, 2024, at 6:30 PM to talk about the project. The project team will present preliminary (35%) designs for the North High Street Extended project, collect your feedback, as well as answer any questions you might have about this project. Registration is required .
This meeting will be accessible both in-person and virtually, and meeting materials will be posted on the project website prior to the scheduled meeting. The in-person meeting will be held at the Olney Library

Fall 2021 Updates
Montgomery County Planning Board Briefing – October 28, 2021
The North High Street Extension Facility Planning Study evaluates the feasibility of the roadway extension to Morningwood Drive, as well as pedestrian and bicyclist safety and connection improvements. This phase of the project will result in the development of the preliminary design. At this time, there is no funding scheduled for final design and construction.
On Thursday, October 28, 2021, the Montgomery County Planning Board will be briefed on the project, the design alternatives, potential impacts, as well as a summary of community feedback and public engagement. Fall 2020 Updates
The project team has analyzed and developed two build alternatives for the North High Street Extension Facility Planning Study. Alternative 1 focuses on the interim improvements to North High Street for a roadway extension to Morningwood Drive, while Alternative 2 is the Master Plan’s ultimate alternative based on the County’s Business District Street section. A “No-Build” alternative (where no improvements are proposed) will be used as the baseline to compare against the build-alternatives.
Alternative 1 is proposing a 11-foot travel lane in both direction, 8-foot wide pocket parking spaces on the south side of the roadway, and a 6-foot sidewalk along south side of North High Street with a minimum of 6-foot grass buffer.

Alternative 2

In order to compare the proposed alternatives with the “No-Build” alternatives visually, an impact analysis matrix has been developed. MCDOT investigated the potential impacts to the following:
- Environmental resources (such as trees, streams, wetlands, etc.)
- Utility lines
- Private properties
- Existing parking spaces
- Construction cost
