OFFENSES - PUBLIC PLACES:  Expedited Bill 18-05 prohibits urination and defecation in certain places; and generally amends the law relating to offenses and public places.  Effective date:  September 28, 2005.

ANIMAL CONTROL - AMENDMENTS:  Bill 33-04 defines certain terms and procedures, adds animal cruelty violations, clarifies certain procedures, replaces outdated Maryland Code references with correct citations, establishes a leash requirement for dogs with certain exceptions, makes technical corrections, and generally amends the Animal Control Law.  Effective date:  September 27, 2005.

BOARDS, COMMITTEES AND COMMISSION - GENERAL PROVISIONS:  Bill 2-05 allows certain members of boards, committees, and commissions who are compensated for their service to be reimbursed for certain expenses; revises the standards and process for appointing and removing members of boards, committees, and commissions; and generally amends the laws governing county boards, committees, and commissions.  Effective date:  January 6, 2006.

BOARDS, COMMITTEES AND COMMISSIONS - SPECIFIC PROVISIONS:  Bill 3-05 revises the composition, membership and terms of certain county boards, committees, and commissions; renames certain boards, committees and commissions; gives the County Council the option to designate or decline to designate members of certain boards, committees, and commissions; repeals the Partnership Board, the Citizens Review Panel Advisory Group, and the Collection Advisory Subcommittee of the Solid Waste Advisory Committee; repeals the requirement that applicants for membership on the Commission on Landlord-Tenant Affairs submit financial disclosure forms; expands the membership of the Silver Spring Urban District Advisory Board; and generally amends the County law regarding the membership, structure, and functions of boards, committees, and commissions.
