PROPERTY TAX CREDITS - REVISIONS - Expedited Bill 6-06 revised the County tax credit supplement to the state homeowners property tax credit program; and generally amends the law governing County property tax credits. Effective date: July 1, 2006. SPECIAL CAPITAL IMPROVEMENTS PROJECT - CLARKSBURG FIRE STATION - Bill 7-06 authorizes the planning, design and construction of the new Clarksburg Fire Station in the Clarksburg and Vicinity planning area. Effective date: September 5, 2006. SPECIAL CAPITAL IMPROVEMENTS PROJECT - EAST GERMANTOWN FIRE STATION - Bill 8-06 authorizes the planning, design and construction of the new East Germantown Fire Station in the Germantown and Vicinity planning area. Effective date: September 5, 2006. SPECIAL CAPITAL IMPROVEMENTS PROJECT - ANIMAL SHELTER - Bill 9-06 authorizes the planning, design and construction of the Animal Shelter in the Upper Rock Creek Watershed planning. Effective date: September 5, 2006. SPECIAL CAPITAL IMPROVEMENTS PROJECT - NORTH COUNTY MAINTENANCE FACILITY - Bill 10-06 authorizes the planning, design and site acquisition for the North County Maintenance Depot in the Clarksburg and Vicinity planning area. Effective date: September 5, 2006.
SPECIAL CAPITAL IMPROVEMENTS PROJECT - GAITHERSBURG LIBRARY RENOVATION -
PERSONNEL - SALARY SCHEDULES - MEDICAL DOCTORS - Expedited Bill 14-06 modifies the uniform salary plan for County employees to include a salary schedule for medical doctors; establishes factors on which the Chief Administrative Officer must base any recommended amendment to this salary schedule; excludes medical doctors from a requirement that all occupational classes be paid certain comparable salaries, and generally amends the law governing salary schedules for County employees. Effective date: July 6, 2006. FIRE AND RESCUE SERVICE - TRAINING STANDARDS - Expedited Bill 16-06 clarifies that the Chief Administrative Officer determines the promotional standards for County merit system firefighters, which nay differ from the core training standards applicable to both career and volunteer firefighters; and generally provides for training standards for career and volunteer firefighters. Effective date: May 24, 2006. RETIREMENT SAVINGS PLAN - DISTRIBUTION OF BENEFIT - Bill 21-06 amends the Retirement Savings Plan to add installments as a distribution option; makes certain clarifying and technical amendments; and generally amends the law relating to the Retirement Savings Plan. Effective date: October 5, 2006. SPECIAL CAPPITAL IMPROVEMENTS PROJECTS - JUDICIAL CENTER ANNEX - Bill 23-06 authorizes the planning, design and construction of the new Judicial Center Annex in the Rockville planning area. Effective date: September 20, 2006. PERSONNEL - RETIREMENT - MISCELLANEOUS AMENDMENTS - Expedited Bill 26-06 clarifies the non-service connected disability retirement benefit for participants in certain deferred retirement option plans; requires certain participants in the Employees' Retirement System and Retirement Savings Plan to properly complete and submit a certain application to obtain a refund of certain contributions; requires the County to follow certain rules regarding the refund of certain contributions to the Employees' Retirement System and Retirement Savings Plan made by participants who do not properly complete and submit an application for a refund of the contributions; authorizes certain participants in the Employees' Retirement System to pay for the purchase of certain service credits by transferring funds from certain deferred compensation accounts; and generally amends the law regarding retirement plans for County employees. Effective date: July 6, 2006.
