[email protected] MCER NO. 10-08: ADOPTED DEPARTMENT OF PERMITTING SERVICES REGULATION - Permit Fees and Requirements Related to Construction Debris Reclamation Facility SUMMARY: This regulation, in general, increases fees by 2.3% for costs related to the administration, plan review and enforcement of Construction Debris Reclamation Facilities by the Department of Permitting Services. An additional fee increase of 2% has been added to cover costs associated with the new credit card payment option for DPS customers. The total fee increase is 4.3%. The indexing language has been modified to remove the need for Council approval of an executive regulation in cases where the only change is a fee increase consistent with the existing indexing language. The adopted regulation supersedes Executive Regulation 15-07. ACTION: Executive Regulation 10-08, Permit Fees and Requirements Related to Construction Debris Reclamation Facility, was approved by the County Council according to the Method 2 process, effective June 17, 2008. SUMMARY: This regulation, in general, increases by 2.3% permit and license fees that cover the administration, plan review and enforcement programs of the Department of Permitting Services. An additional one time fee increase of 2% has been added to cover costs associated with the new credit card payment option for DPS customers. Sections I.C.2&3 and II.C.2. & 3. of this regulation also increase by 4% permit fees for green buildings as required by Bill 17-06, Buildings - Energy Efficiency land Environmental Design. The Well Location Permit fee was increased to $106.00 in section VI. An application filing fee was added in section 1.3 and II.3.for additions, alterations, and repairs for homes utilizing a well or septic system. In section VII.D.1. the Work Without a Permit fee was increased to $500 and applies to all permits covered in this executive regulation. A duplicate Well Location Permit fee was deleted in section 1.G. and a duplicate Work Without a Permit fee was deleted in section II.G.5. The indexing language has been modified to remove the need for Council approval of an executive regulation case where the only change is a fee increase consistent with the existing indexing language. [email protected] MCER NO. 12-08: ADOPTED DEPARTMENT OF PERMITTING SERVICES REGULATION - Schedule of Fees for Permits, Licenses and Inspections - Method 3 SUMMARY: This regulation in general, increases by 2.3% permit and license fees that cover the administration, plan review and enforcement programs of the Department of Permitting Services. An additional one time fee increase of 2% has been added to cover costs associated with the new credit card payment option for DPS customers. This regulation also increases by 15% certain permit and license fees that cover the administration, plan review and enforcement programs of the Department of Permitting Services. The net increase for all fees except Benefit Performance and Storage of Vendor Confiscated Goods is 19.3%. Fees for Section IV Benefit Performances and Section V., Storage of Vendor Confiscated Goods were only increased by 4.3% which includes the annual adjustment and the credit card costs. The fee adjustment is required to re-align current fees with the cost of the resources required to perform the necessary functions. Section 1.L. Minor Subdivision Plat Review Fee of $500 was added. Section II.H.4. changes the fees for revisions to previously approved stormwater management concept plans from 50% of the original fee to 50% of the current fee. The fee for Right Way bond replacement in Section I.J. was adjusted to be the same as the fee for Sediment Control bond replacement. Additions to Section VIII., Miscellaneous, are a Work Without a Permit Fee of $500 and a Registration Fee for Responsible Personnel Certification Program (Sediment Control Green Card Training) of $50. The indexing language has been modified to remove the need for Council approval of executive regulation cases where the only change is a fee increase consistent with the existing indexing language. This regulation has also been revised to clarify existing fee descriptions. The adopted regulation supersedes Executive Regulation 16-07. [email protected] MCER NO. 13-08: ADOPTED DEPARTMENT OF PERMITITNG SERVICES REGULATION - Non-Profit Organization Sign Permit and Sign Variance Fees SUMMARY: The proposed revisions to this regulation are a result of Zoning Text Amendment 07-15, Signs - Permits Fees, effective 3/03/08. This amendment requires the Director of the Department of Permitting Services to waive sign permit fees for a non-profit organization that is on the Planning Board's list of civic and homeowners associations and deletes the requirement for nonprofit organizations to use the sign only for its own activities.. This regulation updates the per-household waste generation estimates used to calculate residential System Benefit Charges. The adopted regulation supersedes July 1, 2008.
