CONSUMER PROTECTION - DOMESTIC WORKERS - EMPLOYMENT CONTRACTS Bill 2-08 requires an employer of certain domestic workers located in the County to sign a written contract which specifies the terms and conditions of employment; authorizes a domestic worker to file a complaint with the Office of Consumer Protection if an employer does not comply with this requirement; requires the Office of Consumer Protection to publish a model contract; and generally amends the County law regarding consumer protection, employment, and domestic workers.  Effective date: January 18, 2009.

PERSONNEL RETIREMENT - GROUP F - MANDATORY RETIREMENT Expedited Bill 7-08 changes the normal retirement date for a Group F member to 25 years of credited service regardless of age; changes the time period for a Group F member to submit a written application for retirement to at least 2 weeks before the date elected; repeals the mandatory retirement age for all members; reestablishes the Discontinued Retirement Service Program for Group F members; changes the formula for calculating the pension amount of a Group F member who retires on a normal retirement; allows a Group F member to purchase service credit for leave without pay; and generally amends the County retirement law.  Effective date: July 1, 2008.

PERSONNEL - DISABILITY RETIREMENT - GROUP G Expedited Bill 8-08 provides that a Group G member who incurs certain diseases is entitled to receive service-connected disability retirement benefits; and generally amends the law regarding benefits to Fire and Rescue volunteers.  Effective date: July 1, 2008.

PERSONNEL - FIRE AND RESCUE VOLUNTEERS - DEATH BENEFIT Expedited Bill 9-08 allows a Fire and Rescue department volunteer to designate a beneficiary to receive the volunteer's death benefit payment; and generally amends the law regarding benefits to Fire and Rescue volunteers.  Effective date: July 1, 2008.

PERSONNEL - DEFERRED COMPENSATION - ENROLLMENT Expedited Bill 10-08 authorizes the Chief Administrative Officer to make payroll deductions from the salaries of employees for purposes of automatic enrollment in Deferred Compensation Plans; and generally amends the law regarding deductions from employees' salaries.  Effective date: July 1, 2008.

PERSONNEL - RETIREMENT - GUARANTEED RETIREMENT INCOME PLAN - PENSION BENEFITS - GROUP E Bill 11-08 creates a new benefit structure within the employees' retirement system; increases the normal retirement pension benefit of a Group E member of the integrated plan; requires employees to have 180 days of employment before becoming eligible to participate in the Retirement Savings Plan; and generally amends the law regarding retirement.  Effective date: January 1 and July 1, 2009.

TAXATION - ARTS AND ENTERTAINMENT DISTRICT - PROPERTY TAX CREDITS Bill 13-08 amends the law allowing a property tax credit in arts and entertainment districts to conform to State law; clarifies that the property tax credit only applies to the portion of a building that is used by a qualifying residing artist or arts and entertainment enterprise; and generally amends County law regarding arts and entertainment districts.  Effective date: October 6, 2008.

RETIREMENT - ELECTED OFFICIALS Expedited Bill 22-08 allows an active member of a County retirement plan who becomes an elected official to choose to continue to participate in that plan; clarifies the disability retirement provisions applicable to members of the elected officials' plan; repeals certain obsolete provisions relating to an elected official's eligibility to participate in certain retirement plans; corrects certain cross-references and makes technical amendments to the law relating to retirement plans; and generally amends the law relating to retirement plans for County employees and elected officials.  Effective date: August 6, 2008; Section 2 - December 1, 2006.

COMMISSION ON VETERANS AFFAIRS - ESTABLISHMENT Bill 23-08 establishes a Commission on Veterans Affairs; and generally provides for the composition and duties of the Commission.  Effective date: November 3, 2008.

LANDLORD - TENANT RELATIONS - ATTORNEY'S FEES - SUNSET Expedited Bill 24-08 makes permanent the provision of the landlord-tenant law governing the payment of attorney's fees in certain landlord-tenant matters.  Effective date: August 4, 2008.

PERSONNEL - RETIREMENT - AMENDMENTS Expedited Bill 26-08 requires the County to make employee contributions for an employee who leaves employment for certain military leave; increases the percent of certain contributions to the Retirement Savings Plan for Group I members; and generally amends the County retirement law.  Effective date: July 1, 2008/July 6, 2008.
