ADOPTED DEPARTMENT OF ENVIRONMENTAL PROTECTION REGULATION
Solid Waste and Recycling
SUMMARY: This regulation establishes a new recycling goal for Montgomery County to recycle 70 percent of the solid waste stream generated in the County by end of Calendar Year 2020. In addition, the regulation specifies that the County will adopt the State of Maryland methodology, as per the Maryland Recycling Act, to measure the County’s recycling rate, and will include the Source Reduction Credit used to calculate its Waste Diversion Rate.
ACTION: Executive Regulation 7-12 was approved by the County Council according to the Method 1 review process, effective October 16, 2012.

ADOPTED DEPARTMENT OF FINANCE REGULATION
Excise Tax on Disposable Carryout Bags
SUMMARY: This regulation establishes a procedure to administer the new excise tax on disposable carryout bags, and ensures that the appropriate tax is remitted and tax reports are filed by retail establishments in a manner established by the County.
ACTION: Executive Regulation 18-12 was approved by the County Council according to the Method 2 review process, effective October 16, 2012.
