MCER NO. 3-16: ADOPTED DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS REGULATION
Establishment of Annual Registration Fee for Common Ownership Communities
SUMMARY: This regulation establishes the annual registration fee for common ownership communities. The fee must be set at an amount sufficient to fund the provision of dispute resolution and technical assistance by the Department of Housing and Community Affairs.
ACTION: Executive Regulation 3-16 was approved by the County Council according to the Method 2 review process, effective July 1, 2016.

Adoption of the 2014 National Electrical Code
SUMMARY: This regulation adopts the National Electrical Code, 2014 Edition, with local amendments. This regulation applies to all electrical, installations and activities within the County.
ACTION: Executive Regulation 6-16AM was approved by the County Council according to the Method 2 review process, effective July 19, 2016.

Water Quality Protection Charge
SUMMARY: This regulation modifies the Water Quality Protection Charge credit criteria and expands the timeframe for a property owner to appeal the denial of a request for a credit or adjustment of the amount of the Water Quality Protection Charge billed to the property owner.
ACTION: Executive Regulation 12-16AM was approved by the County Council according to the Method 1 review process, effective June 28, 2016.

SUMMARY: This regulation amends Executive Regulation 9-15AMII to extend the permit fee for certain building permits and makes technical corrections.

Automation Fee
SUMMARY: This regulation amends the automation enhancement fee collected for the costs of automation and technology systems and services from 5% of the regular fee to 0%.
