MCER NO. 01-19:   ADOPTED DEPARTMENT OF POLICE REGULATION
                                   Policies, Procedures and fees for Alarm Businesses and Alarm Users
 
SUMMARY:  This regulation updates the Alarm System Installation Standards section to ensure all alarm systems installed in the County meet the highest installation standard required by the alarm industry regulators.  This regulation supersedes Executive Regulation 12-02AM.
 
ACTION:  Executive Regulation 1-19 was approved by the County Council according to the Method 2 review process, effective October 29, 2019.

MCER NO. 18-19:   ADOPTED DEPARTMENT OF POLICE AND OFFICE OF CONSUMER PROTECTION REGULATION
                                   Secondhand Personal Property - Regulations
 
SUMMARY:  Changes were made to Chapter 44A, Secondhand Personal Property, by 2019 Laws of Montgomery County, Ch. 3 (Bill 40-18).  Amendments need to be made to Executive Regulation 20-16, 50-89 as a result of the changes made in the underlying law.  Specifically, it makes clear that firearms are included in the definition of secondhand personal property and also excludes a certain type of business model from the licensing requirements.  Additionally, it addresses ministerial or typographical errors.  This regulation supersedes Executive Regulation 20-16.
 
ACTION: Executive Regulation 18-19 was promulgated under the Method 3 review process and became effective August 13, 2019.

MCER NO. 19-19:   ADOPTED OFFICE OF CONSUMER PROTECTION REGULATION
                                Maximum Rates for Motor Vehicle Towing From Private Property
 
SUMMARY:  This regulation revises the maximum rates that a trespass towing company may charge when towing a motor vehicle from private property without the consent of the owner.  This regulation supersedes Executive Regulation 15-11.
 
ACTION:  Executive Regulation 19-19 was approved by the County Council according to the Method 2 review process, effective October 29, 2019.

MCER NO. 21-19:   ADOPTED OFFICE OF CONSUMER PROTECTION REGULATION
                                Regulation Relating to Motor Vehicle Towing From Private Property
 
SUMMARY:  This regulation updates the authority defining MasterCard and Visa to be the two most widely used major credit cards that now must be accepted by those trespass towing services companies that opt to accept credit cards pursuant to Section 30C-9(b)(2) of the Montgomery County Code.  This regulation supersedes Executive Regulation 48-90.
 
ACTION:  Executive Regulation 21-19 was approved by the County Council according to the Method 2 review process, effective November 28, 2019.
