MCER NO. 11-23:  PROPOSED MONTGOMERY COUNTY DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS REGULATION
                              Townhouse Rent Rates for Moderately Priced Housing and HIF Payments for Developments of 11-19 Units
SUMMARY:  This proposed Executive Regulation was published in the September Register, because of comments received, DHCA made significant changes to section 25A.00.02.03.1(b) and the entire regulation is being re-advertised. The purpose of the regulation has not changed. The proposed regulation has three (3) objectives: 1) to clarify the rent rate calculation method for townhomes in the MPDU program, 2) to clarify the obligation to make a payment to the HIF for developments of 11-19 by establishing a formula on which to calculate that payment for rental buildings and a process to collect such payments, and 3) to make stylistic editorial changes to be consistent with other MPDU Regulations. This regulation would supersede Executive Regulation 11-18AM.

MCER NO. 18-23:
 PROPOSED MONTGOMERY COUNTY DEPARTMENT OF HEALTH AND HUMAN SERVICES REGULATION
                               Food Service Licenses and Manager Certification - Alterations
SUMMARY:  The proposed regulation reduces the number of copies of documentation required to be submitted by an applicant for an initial food service facility license; eliminates the requirement that a photograph of the applicant be submitted with an application; substituting the requirement that a certificate from the Maryland Department of Health indicating completion of a sanitation course for a certificate of completion of an American National Standards Institute-approved food service manager course; eliminates the requirement for the submission of a transcript for a food service sanitation course; and provides that official documentation of a food service manager certification from another political subdivision in the State is an acceptable method of demonstrating certification as a food service manager. The amendments also make the same changes for renewal of food service manager certification. The amendments also change the County’s certification as a food service manager from 3 to 5 years. This regulation would supersede Executive Regulation 22-20.

MCER NO. 19-23:
 PROPOSED MONTGOMERY COUNTY OFFICE OF CONSUMER PROTECTION REGULATION
                               Maximum Rates for Motor Vehicle Towing From Private Property
SUMMARY:  The proposed regulation revises the maximum rates a trespass towing company may charge when towing a motor vehicle from private property without the consent of the owner. This regulation would supersede Executive Regulation 19-19.
