Applying for County Health Programs

The Office of Eligibility and Support Services (OESS) serves as the point of entry for federal, State, and County health programs for Montgomery County residents who are uninsured and have limited incomes.  The OESS office confirm eligibility for Care for Kids, Prenatal Care, Dental Services and Project Access specialty care clinic referrals.

How to Apply

Below are fillable applications for County safety-net health programs. Complete the online form, print it, and return it to OESS. If you are applying to Montgomery Cares, please visit one of the participating community clinics. A link to participating clinics is below.

Eligibility Requirements

The Office of Eligibility & Support Services confirms eligibility for Care for Kids, Adult/Senior Dental, Prenatal Care and Project Access specialty care clinic referral services.  Each program has specific financial and non-financial eligibility requirements.  In general, uninsured county residents who are not eligible for Medical Assistance (also known as Medicaid or MA) may qualify for County health programs.

Fees and Payments

There are no fees or costs associated with most of the County health programs.

1.  What health services are available?

The Maryland Children's Health Program (MCHP) gives full health benefits for children up to age 19 and pregnant women.  Those eligible for MCHP are uninsured children up to age 19 and pregnant women and Medicaid for Families (MA4 Families)  Free or low-cost insurance coverage for children from birth to age 19 and for pregnant women whose modified adjusted gross household income is at or below 300% of the federal poverty level (FPL).
 
As of January 1, 2014, Medical Assistance (also known as Medicaid or MA) covers more adults ages 19 to 64, whether they have children or not.  To qualify for coverage, you must be under age 65, a U.S.. citizen or qualified immigrant, and be a resident of Maryland.  To find out more, go to  www.marylandhealthconnection.gov.  Medicaid also covers former foster children under age 26 who left the foster care system on their 18th birthday.  Former foster children do not have to meet income limits--they qualify because of their status as former foster children.
 
Care for Kids is administered for Montgomery County by the Primary Care Coalition.  The program provides a “medical home” for children who are uninsured and not eligible for Medicaid.  Children can receive well and sick care, prescriptions and limited specialty care.  Care is provided through partnerships and subcontracts with Kaiser Permanente; Community Clinic Inc;, Spanish Catholic Center; school-based health centers; private doctors; hospitals; and other health care providers and organizations.

Pregnancy and Postpartum Medicaid Coverage
Are you having a baby?

You may get free health care even if you are not legally living in the United States.  Pregnant people are now eligible for Medicaid, regardless of their immigration status.
  • Medicaid pays for health care for people who cannot afford it. Medicaid is the same as Medical Assistance.
  • Sign up for Medicaid as soon as you know you are pregnant. Get the care you and your baby need right away. You may keep Medicaid up to four months after your baby is born.
 
Pregnant Women can now enroll even if they are not U.S. citizens or legally living in the United States
