The Sidney Kramer Upcounty Regional Services Center (Upcounty RSC) is a full-service center with something for everyone in the community such as health and human service agencies, a workforce development office, the County's Volunteer Center, a day care center, and regional offices of the Montgomery County Public Schools. Approximately 2,000 people a day visit the Center. The Center also averages 150 meetings per month in its four meeting rooms that are available for public use. The Center is open five days a week, Monday through Thursday from 7:45 a.m. until 9:00 p.m. and Friday from 7:45 a.m. until 5:00 p.m.

The Upcounty RSC, established on 1985, is one of five Montgomery County regionally based offices. The Upcounty Center is the largest of the five centers with 100,000 square feet of space and hosts several agencies. The Center's service area is the largest of the five centers with 250 sq. miles or one-half of the County's land area. The Center's service population is approximately 300,000 people in several communities including Gaithersburg, Germantown, Clarksburg, Damascus, Goshen, Laytonsville, Derwood, North Potomac, Darnestown, Boyds, Montgomery Village, Barnesville, Dickerson, Poolesville, Washington Grove, Beallsville, Hyattstown and Tobytown.

Regional Services Director's Office

The Upcounty Regional Services Office Director serves as a link to the County Executive's Office; coordinates policy making and service delivery that focus on the particular needs of the Upcounty area; and offers problem solving assistance to neighborhoods, individuals, businesses, and County agencies.

The Upcounty area has a Citizens Advisory Board, appointed by the County Executive, that works with the Regional Director to provide the County Executive and the County Council with a balanced assessment of area problems and their potential solutions.

Upcounty Boards and Committees

The Upcounty Regional Services Center is home to the Upcounty Citizens Advisory Board (UCAB), a 20-member, appointed County board advises the County Executive, County Council and the Director of the Upcounty Region on area needs and priorities such as transportation, human services, environment, public safety, and other issues of local importance. It also reviews and comments on the County capital and operating budgets and master plans; assists with strategies to tailor services to regional needs; and conducts workshops and forums. Some members represent the Board on other County committees.

Board members serve three-year terms without compensation, attending monthly meetings on Monday evenings and occasionally on Saturdays at the Sidney Kramer Upcounty Regional Services Center in Germantown. Members are also expected to serve on at least one subcommittee ( Land Use or Quality of Life committees) which meets one evening every month on its own schedule.
