General project planning took place between FY19-FY22. Design for some projects began in FY21. Design and construction will continue to take place through FY29.
This category of the Childcare Renovation program provides for remediation of non-compliant ADA interior and exterior issues at seven (7) of the childcare facilities in the Department of Health and Human Services (DHHS), Child Care in Public Space (CCIPS) program. These aging facilities require significant modifications to bring them into compliance. Some exterior non-compliant issues will be addressed under other level-of-effort programs including the Playground Replacement category of this Child Care Renovations program. ADA facility remediation work will be planned and constructed in conjunction with playground replacement work.
The scope of work to be completed at each location was generated directly from non-compliance reports that were prepared by consultants who surveyed each facility. A team of DGS subject matter experts verified the consultant’s findings and confirmed a final scope to be addressed. This project does not include renovation of aging building systems or finishes that are not related to ADA non-compliance.
A primary project goal is to maintain operation of the centers during construction, and this may be possible at locations where minimal work is required or sufficient nearby space is available. Alternative temporary accommodations will be coordinated on a case-by-case basis where required.
The most common non-compliant issues require the following solutions to improve accessibility for staff, children, parents, and other caregivers.- Remove barriers to and within primary function areas by eliminating furniture or other obstructions.
- Create accessible paths of travel such as including ramps or adding lifts at level changes, minimize thresholds, and provide appropriate maneuvering clearances.
- Make doorways accessible by widening openings, create sufficient clear floor space on both sides, and/or reduce excessive wall thickness at recessed doors.
- Provide plumbing fixtures and toilet accessories at age-appropriate heights.
- Provide barriers at objects and devices that are not cane detectable.
- Relocate devices and replace cabinets that are not within reach ranges for the intended users.
- Install consistent, easily readable room signage with raised characters and Braille throughout.
