General project planning took place between FY19-FY22. The RFP for the Design Build services was issued in September 2022.
This category of the Childcare Renovation program provides for the replacement of all aging modular buildings at eight (8) of the childcare facilities in the Department of Health and Human Services (DHHS), Childcare in Public Space (CCIPS) Program. The new structures will:
- provide a safe, modernized, child-centered learning environment;
- comply with the Americans with Disabilities Act (ADA);
- incorporate pertinent elements from
- childcare licensing requirements (COMAR 13A.16),
- Maryland Accreditation Standards for Implementing Quality Early Childhood Programs (Maryland State Department of Education), and
- NAEYC Early Learning Program Accreditation Standards and Assessment Items (National Association for the Education of Young Children); and
- meet the charge of the County Executive’s Early Care and Education Initiative Action Plan.
A consultant was hired to work with DGS, DHHS, and childcare providers within the CCIPS program. The group analyzed capacity and ages served at existing modular facilities and determined optimum classroom sizes based on licensing requirements and best practices. The replacement structures will give childcare providers sufficient space to meet the needs of the community they serve. Each location will serve the existing enrollment and going forward all locations will have capacity to serve the youngest children, including infants, which is in accordance with County Executive’s Early Care and Education Initiative Action Plan.
The team will take into consideration that it would be ideal for childcare services to maintain operation onsite or proximate to these centers during construction. Temporary accommodations will be coordinated on a case-by-case basis. These facilities will be permanent structures; not portable or relocatable. They will be constructed using volumetric and/or panelized modular methods to minimize on-site construction time.
Notable changes in the new modular facilities will include increased accessibility, security, and wellness by means of:- ADA-compliant corridors and room entrances with vision panels.
- Individual classrooms accessed via doors along a corridor and separated defined by walls for security, acoustical, and visual privacy.
- Blinds on all interior and exterior windows for room darkening and security.
- ADA-compliant and age-appropriate plumbing fixtures, toilet accessories, cabinets, and devices within each classroom.
- Kitchen with separate hand wash, food prep, and soiled-dish sinks as well as a dishwasher, microwave oven, range, refrigerator/freezers, and food storage for meal and snack preparation.
- Infrastructure for CCTV in all public spaces and classrooms.
- Private nursing mother’s lounge for staff and/or parents.
