Downtown Bethesda Civic and Recreation Center

As one of Montgomery County’s most densely populated and rapidly developing communities, Bethesda currently lacks a dedicated recreation facility, resulting in a significant gap in safe, accessible indoor spaces for fitness, wellness, and community programming. This absence limits equitable access for residents of all ages and backgrounds, hindering community health and engagement.

The importance of this facility is recognized in the 2017 Downtown Bethesda Sector Plan and the 2025 Bethesda Downtown Plan Minor Master Plan Amendment, which both recommend the development of a recreation center in the area. Such an amenity would serve as a vital hub for public health, youth engagement, and social connection, supporting the well-being of Bethesda’s diverse and growing population. The September 2025 survey received 1,672 responses with 92% supporting the efforts of a civic and rec center.

The concept of establishing a recreation center is the result of a collaborative effort involving the Western Montgomery County Citizens' Advisory Board, the Bethesda Urban Partnership Board, the Bethesda Arts and Entertainment Board, the Downtown Bethesda Master Plan Implementation Committee, and the Greater Bethesda Chamber of Commerce, along with local businesses and residents. Community discussions have focused on key topics such as funding, desired amenities, location, and available resources. One prominent idea includes partnering with developers, who could contribute to the project as part of their public amenity commitments.

As the economic engine of Montgomery County, Bethesda’s continued growth and vitality depend on accessible community resources like a recreation center. This facility is essential for maintaining and enhancing the quality of life for all residents and for supporting Bethesda’s ongoing development.
