The  FY23 FFY22 Annual Action Plan was submitted for approval to the United States Department of Housing and Urban Development (HUD) on July 11, 2022. The Plan serves as Montgomery County's application for CDBG, HOME and ESG funds for Fiscal Year 2023 (July 1, 2022 to June 30, 2023) and it identifies specific uses for these annual funding programs.

Montgomery County’s Annual Action Plan, covering the County’s fiscal year 2021 timeframe (July 1, 2020 - June 30, 2021), is being amended for a second time to add the HOME-ARP Allocation plan. The HOME-ARP Allocation Plan outlines the use of $7.3 million to address the housing needs of persons who are homeless, at risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or human trafficking, and those for whom supportive services would prevent homelessness. The proposed use of funds is described in the  HOME-ARP Allocation Plan Draft.

Montgomery County’s Annual Action Plan, covering the County’s fiscal year 2020 timeframe (July 1, 2019 - June 30, 2020), is being amended for a fourth time to repurpose $6,182,773 in previously allotted CDBG-CV funds from “Rental Assistance” to “Homeless Shelter” usage. These federal funds are administered through the US Dept of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program. The proposed use of funds is described in the   Annual Action Plan Amendment 4.

The Citizen Participation Plan is also being amended to incorporate a streamlined review process for the COVID-19 related funding. It appears as Appendix 1 of the Plan.
