Dockless E-Bikes and E-Scooters Pilot Program Chronology
Montgomery County offers both docked and dockless bikeshare. As a member of the regional Capital Bikeshare system, County bikeshare stations connect riders to thousands of bikes throughout Montgomery, Arlington and Fairfax counties, Alexandria and Washington, D.C. Montgomery County Department of Transportation (MCDOT) is also exploring new forms of dockless vehicles to provide a broader range of transportation options. Here is a summary of our progress, beginning with the current pilot program:
Spring 2019: Starting June 1, 2019, MCDOT will expand the dockless e-bike program while also testing the introduction of dockless e-scooters to areas east and west of the original pilot area. MCDOT will conduct a demonstration project with up to four selected companies to deploy dockless e-scooters and e-bikes at no cost to the County. The demonstration project is expected to begin June 1, 2019 and run for six months with an option for extension. A map of the expanded pilot area is posted HERE.
Winter 2018: Expansion of the dockless vehicle pilot is underway - Including E-Bikes
- Pilot program now includes "pedal-assist" e-bikes
- Pilot area expanded to include North Bethesda; Silver Spring and Takoma Park continuing
- E-scooters not currently part of the pilot but may be added soon
- Additional areas of the County may be approved for expanded pilot in near future

- A survey has been conducted and continues to be open to permit feedback on the dockless vehicle program. This 5-minute survey is available HERE.
Fall 2018: MCDOT began considering an expanded pilot
- Extending the dockless bikeshare pilot for one year
- Expanding the pilot area
- Permitting e-bikes (pedal-assist) and e-scooters
- Outreach conducted: Three Town Hall meetings were held to obtain input from the public, plus other meetings with civic and business organizations.

Fall 2017 : Montgomery County signed agreements with dockless bike share companies to conduct a demonstration project in the Silver Spring and Takoma Park areas. Please see the map of the initial pilot area.
Evaluation: MCDOT engaged Toole Design to evaluate the bikeshare pilot program in Silver Spring and Takoma Park and to develop recommendations for future phases. To learn more, visit the Executive Summary of the MCDOT Dockless Bikeshare Evaluation report.
