MCDOT’s Development Review Team works with The Maryland-National Capital Park and Planning Commission, the Montgomery County Department of Permitting Services and the development Industry to ensure proposed developments meet County code, development standards, policies and procedures, and comply with master plans.

What We Do
The Development Review Team coordinates MCDOT’s review of the transportation-related elements of residential and/or commercial development projects during the following required project phases: Concept, Pre-Preliminary, Sketch, Zoning and Preliminary.
During these project phases, Development Review:
- Evaluates the design for proposed roadways, including typical sections, roadway horizontal alignments, concept vertical profiles, multi-modal/context sensitive improvements, and streetscaping.
- Recommends necessary improvements to existing County-maintained roads.
- Assesses intersection geometry and driveway access locations, including sight distances evaluations.
- Analyzes the capacity of existing, downstream, County-maintained storm drain systems, the impact of proposed developments on those systems and improvements that may be required.
- Assesses design exceptions to departmental standards or policies.
- Reviews traffic impact studies for off-site intersections.
- Provides the Department’s consolidated review letter to the Planning Board.
Throughout the process, MCDOT coordinates with other MCDOT divisions and the Commuter Services Section, as well as the Department of Permitting Services and Montgomery County Planning.
Applications / Fees
Montgomery County charges a fee to cover the costs of administration and plan/document review incurred during the development approval process. Fees are paid to MCDOT when submitting preliminary plans, local area transportation review studies or plan revisions. MCDOT provides assistance in calculating appropriate fees.
