Crimes Against Children: Abduction
A person is guilty of abduction, or kidnapping, if s/he, by force or fraud, carry or cause a person to be carried in or outside Maryland with the intent to have the person carried or concealed in or outside Maryland.
Abduction includes:
•Restraint of a victim’s freedom
•Against his or her will
•Aggravated by carrying the victim to some other place.
Under certain circumstances, kidnapping can also occur when a parent takes a child out of the state against a custody order.
