The County selected AHC Inc. as its development partner in February 2020 to redevelop the property after the Department of Recreation moved to its new Wheaton location. AHC will redevelop the site with a mix of housing affordable to households earning between 30% and 70% of the area median income. The County executed a General Development Agreement with AHC in July 2020.
To sell this property for redevelopment, the County disposed of the property in accordance with the provisions of 11B.45.02, Reuse, Leasing, and Sale of Closed Schools. The Planning Board approved the Mandatory Referral for disposition of the site on April 2, 2020; the staff packet can be reviewed here. A virtual public hearing on the proposed transfer of property was held on Wednesday, June 24, 2020 via a Zoom meeting. The joint Planning, Housing, and Economic Development (PHED) and Government Operations and Fiscal Policy (GO) Committees held a worksession on the disposition of the property on September 24, 2020; the staff packet can be reviewed here. The County Council approved the disposition on December 8, 2020. The property was transferred to the developer in November 2022.
AHC submitted a Site Plan and Preliminary Plan application in January 2021. On May 27, 2021, the Planning Board approved the Site Plan and Preliminary Plan. The staff report can be found here.
Site work began fall 2022. A groundbreaking ceremony was held January 19, 2023.

The 6.07-acre property was once Bushey Drive Elementary School. The Board of Education deeded the property to the County in 1976. The property was used as the administrative offices for the Department of Recreation until summer 2020 when they were relocated to downtown Wheaton.
The 2019 Veirs Mill Corridor Master Plan contemplates redevelopment of the site with medium density residential uses and neighborhood-serving commercial uses. In anticipation of the Department of Recreation relocation and responding to the Master Plan, the County issued a Request for Development Proposals in June 2019 seeking a qualified development team for an affordable housing redevelopment project.
