Manufactured or Modular New Homes Permit & Inspection Process
A permit is required prior to construction of modular or manufactured home not more than three stories above grade plane in height with a separate means of egress.
Installation on site of these homes requires that you have applied for Right-of-Way and Sediment Control permits at the time of your building permit application.

If a code violation is reported at your property, an inspector will order appropriate corrective action which may include obtaining a permit.
You will need electrical , mechanical , public right-of-way , well , septic, and fire protection permits to complete your new home construction. You will also need to make sure that your project conforms to Zoning requirements.
Many of the subdivision and developments in Montgomery County have private deed restrictions and covenants regulating construction. The County does not enforce covenants and deed restrictions. You may obtain information from your homeowner’s or civic association. You may also need a permit or other permission if you live a Montgomery County municipality that requires it.
New home permits must be reviewed and approved by DPS, WSSC, and MNCPPC. DPS is committed to completing code review within 4 weeks. WSSC and MNCPPC are outside agencies that must complete their review before your permit may be issued.
For A Modular Home:
- The state approved plans must be submitted together with the plans showing the permanent installation on site such as elevations, foundation plans, cross sections through the building, and all site built elements (such as decks and stairs) as well as the anchorage of the home to the foundation for adequate site installation.
For a Manufactured Home:
- HUD approved plans must be submitted together with the floor plans, elevations, foundation plans and all site built elements (such as decks and stairs) as well as the anchorage of the home to the foundation for adequate site installation.

Homeowners may apply for the building permit in their own name; however, if a contractor is to perform the work, DPS strongly suggests that the contractor be listed on the permit as the party responsible for the work. A contractor must have a Montgomery County New Home Builder’s (BC) license to obtain a permit.
