Sites Available for Affordable Housing Development
Montgomery County continues to build on its recent successes in adding to the affordable housing stock by offering numerous County-owned properties for the development of affordable housing. After hosting an open house to present the properties in May 2022, the County solicited letters of interest which were due June 1, 2022 and received an overwhelming response. To assist in selecting a development partner, we are issuing a series of Requests for Developer Proposals (RFDPs) for each property. Everyone is welcome to respond to any RFDP, regardless of if a letter of interest was submitted.
The first round of RFDPs was issued Thursday, September 1, 2022 for the following sites:
- White Flint Fire Station Site (The County has selected Victory Housing, Inc. as its development partner. More information can be found here).
- 107 Fleet Street (The County has selected Habitat for Humanity Metro Maryland as its development partner. More information can be found here).
- Garage 4 – Fenton Street Garage
- Lot 29 – Bonifant Easley Lot
- Lot 12 - Columbia Ave Lot
- Lot 14 – Blueridge Lot
- Lot 17 – Price & Fern Lot
- Lot 8 – St Elmo Lot
- Lot 28 - Cordell Ave Lot
RFDPs for additional sites will be released in subsequent rounds at a later date.

To streamline the RFDP process, the County will be using the BidNet Direct platform to post and receive RFDPs, as well as receive questions and post answers. To utilize BidNet, you/your organization must register with the Maryland Purchasing Group, which you may do at no charge. The Limited Access option (the no cost option) will allow full access to any documents and notifications related to the RFDPs.
Due dates for each site are listed on the BidNet website. All Proposals must be uploaded to the Montgomery County Real Property Opportunities BidNet website . The County will not accept faxed Proposals, hard copy Proposals, or emailed Proposals. Written questions regarding the RFDPs will only be accepted through the Montgomery County Real Property Opportunities BidNet website by the specified date in each Site Overview and Project Goals RFDP . No verbal or emailed questions will be accepted. All questions and the responses from the County will be posted on the Montgomery County Real Property Opportunities BidNet website. BidNet requires the selection of NIGP codes when registering and posting solicitations. We recommend choosing from the following codes in your selection:

White Flint Fire Station Site

- Proposed rezoning from R-30 to CRT-2.0 C-0.25 R-2.0 H-85 was approved by Council in Fairland and Briggs Chaney Master Plan in December 2023. Full Commission Adoption of Plan and Sectional Map Amendment expected in winter 2024.
- RSC building is a former school property with a footprint of 13,946 sf and can be redeveloped
