Montgomery County Library Board

The Library Board makes recommendations to the County Executive on matters affecting the public library system, such as the location of new library facilities, the adequacy of book collections, services to outlying districts, and personnel needs of Montgomery County Public Libraries.

About the Montgomery County Library Board

The Montgomery County Library Board has fourteen members appointed by the County Executive and confirmed by the County Council, this includes a member representing the School Board and a member representing Montgomery College.

Meetings are generally held on the second Wednesday of each month, except in July and August, from 7:00 pm to 9:00 pm. Consult the calendar for exact dates. Meetings take place in the library's administrative offices at 21 Maryland Avenue, Suite 310, in Rockville.

Members serve up to two 3-year terms without compensation. Three members' terms expire each fall, although sometimes positions become vacant at other times. Vacancies and application procedures are announced in county newspapers, at the libraries, on the library website, and to local organizations.

There are twenty-two Library Advisory Committees (LAC) that function under the direction of the Library Board. These committees represent each library branch and the Montgomery County Correctional Center. Library Advisory Committee membership applications can be requested at the libraries. LAC members serve up to two 3-year terms, and membership must be approved by the Library Board. Board members serve as liaisons to branch LACs, attending meetings and reporting the concerns of the LACs to the Library Board. The Accessibility Advisory Committee advices the MCPL Director and Library Board on how to increase the value of library services and programming for people with disabilities.

About the Library Advisory Committees

Library Advisory Committees (LAC) function under the direction of the Montgomery County Library Board (MCLB). The role of the LACs:

  • Advise the Montgomery County Library Board (MCLB) of specific findings, issues, problems and concerns related to their local libraries and make recommendations to the Board on public library related matters, following the appropriate channels of communication;
  • Provide the branch managers with input on behalf of the Library Board;
  • Facilitate communication between Library Board, LAC members, and their local communities;
  • Obtain the advice and views of their local communities on library needs and report these views to the Library Board;
  • Participate in providing government officials with advice and counsel about libraries via the Library Board, and in support of positions taken by the Library Board, may testify before County Council and/or appear at Council hearings;
  • Recruit new LAC members;
  • Represent the users of their local libraries at community functions such as meetings, fairs, celebrations, etc.; and
  • Suggest and recommend programs to the branch managers.
